JOB SUMMARY Performs advanced managerial work providing direction and guidance in strategic operations and planning of the Board of Pardons and Paroles (BPP) Human Resources Program. Work involves establishing the strategic plan and goals and objectives; developing policies, procedures, and guidelines; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities; reviewing and approving budgets within the division; and supervising the work of others. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment. ESSENTIAL FUNCTIONS A. Manages activities of staff in the Human Resources program area of the Board of Pardons and Paroles; and plans, develops, implements, coordinates, and evaluates policies and procedures; and monitors compliance with policies and procedures. B. Establishes goals and objectives; and develops and approves schedules, priorities, and standards for achieving goals. C. Prepares management and productivity reports; reviews and approves documents and reports developed by employees to ensure professional quality and appearance, appropriate content, consistency, and responsiveness; and develops methods and procedures for compiling and analyzing statistical data. D. Provides technical guidance in the Human Resources program area; counsels staff on issues, rules, and regulations relating to human resources management; provides guidance, expertise, and liaison to ensure compliance with program requirements; and represents the program area at executive staff meetings. E. Supervises the work of others. * Performs a variety of marginal duties not listed, to be determined and assigned as needed. MINIMUM QUALIFICATIONS Education, Experience, and Training 1. Bachelor's degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE). Major course work in Human Resources, Business Administration, Behavioral Science, or a related field preferred. Each year of experience as described below in excess of the required five years may be substituted for thirty semester hours from an accredited college or university on a year-for-year basis. 2. Five years full-time, wage-earning human resources or program administration experience. 3. Four years full-time, wage-earning experience in the supervision of employees. 4. Governmental program experience preferred. Knowledge and Skills 1. Knowledge of the principles and practices of public administration and human resources management. 2. Knowledge of laws, statutes, and regulations related to human resources management. 3. Knowledge of agency and departmental organizational structure, policies, procedures, rules, and regulations preferred. 4. Skill to communicate ideas and instructions clearly and concisely. 5. Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public. 6. Skill to manage program activities. 7. Skill to interpret and apply rules, regulations, policies, and procedures. 8. Skill in administrative problem-solving techniques. 9. Skill to prepare and maintain accurate records, files, and reports. 10. Skill to review technical data and prepare technical reports. 11. Skill to establish and evaluate program policies, procedures, guidelines, objectives, and standards. 12. Skill to supervise the work of others. ADDITIONAL REQUIREMENTS WITH OR WITHOUT REASONABLE ACCOMMODATION A. B.
