JOB SUMMARY

The Director, Infrastructure & Environmental Services is a strategic leader with deep expertise in municipal infrastructure, asset management, and environmental planning. Reporting to the Commissioner of Public Works, this role leads a multidisciplinary team responsible for planning and managing over $5.4 billion in critical infrastructure assets across the Region, including water, wastewater, roads, and solid waste systems.
As a member of the Public Works Department Management Team, the Director provides expert guidance on infrastructure strategy, asset management, and environmental services to support the Region’s growth and sustainability goals.

Responsibilities
  • Lead the Infrastructure & Environmental Services Division, including professional, technical, and administrative teams.
  • Oversee long-term infrastructure planning, including master plans, environmental assessments, and capital programming.
  • Develop and implement asset management frameworks, policies, and plans aligned with regulatory requirements and best practices.
  • Manage the Region’s forestry resources and administer the Regional Tree By-Law.
  • Lead the Region’s Source Water Protection program and municipal well monitoring.
  • Support development application reviews related to source protection and private servicing.
  • Oversee GIS and data management systems, ensuring accurate infrastructure inventory and reporting.
  • Monitor divisional operations to ensure service quality, safety, cost-effectiveness, and compliance with legislation.
  • Provide strategic advice to the Commissioner, senior leadership, and Regional Council on infrastructure and environmental matters.
  • Build and maintain strong relationships with local municipalities, developers, consultants, and other levels of government.
  • Monitor trends in infrastructure, engineering, and environmental legislation to inform planning and service delivery.
  • Foster a high-performing team culture through coaching, development, and performance management.
  • Manage divisional budgets and resources to meet departmental goals and service levels.
