The Intergovernmental Finance (IGF) Branch is responsible for research, advice, and oversight of the federal, provincial, and territorial (FPT) fiscal arrangements, with a focus on Equalization, the Canada Health Transfer, and the Canada Social Transfer. The branch leads Manitoba’s stewardship role as a signatory to the Canada Pension Plan. Other key IGF responsibilities include providing support to the Minister of Finance for intergovernmental meetings, participating on FPT officials’ committees, analyzing FPT budgets, and contributing to Manitoba’s annual budget.

Qualifications:

Essential:

  • Post secondary education in Economics, Business Administration, Political studies, or an equivalent combination of education and relevant experience may be considered.
  • Experience of federal/ provincial fiscal issues, including familiarity with federal provincial transfer agreements or funding agreements.
  • Experience with the development and implementation of highly complex revenue or funding forecasting models.
  • Strong financial and human resource management experience leading a diverse work environment that enables staff to achieve results.
  • Experience translating strategic priorities into clear operational and business plans, and experience with strategic performance management and measurement systems (e.g. Key Performance Indicators).
  • Experience providing leadership and direction in the design and implementation of legislation, regulations and policies.
  • Demonstrated ability to leverage opportunities for innovation, find creative solutions to issues, and successfully manage change.
  • Excellent interpersonal skills fostering and managing internal and external stakeholder relationships.
  • Provide senior-level staff with advice on complex topics and sensitive issues using political acumen.
  • Excellent written communication skills with the ability to write documents for a variety of audiences.
  • Excellent verbal communication skills.

Duties:
The Director, Intergovernmental Finance is responsible for leading and managing the Intergovernmental Finance Branch. This position is responsible for providing advice on intergovernmental issues, leading briefing discussions pertaining to major federal transfer agreements. As a branch leader is responsible for managing branch staff and operations as well as building a respectful workplace culture that promotes diversity, learning and continuous improvement.
