This is a hybrid position with an expectation of being on campus at least one day per week. The Director will serve as the lead for investigations arising from the Health Enterprise, ensuring a trauma-informed, fair, and legally sound response to reports of discrimination, harassment, retaliation, and related civil rights concerns — including those arising in the context of patient care. Reporting directly to the Assistant Vice Chancellor and Chief Civil Rights Officer, this leader will oversee a team of 5–6 investigators and partner closely with Human Resources, Academic Affairs, the Office of Student Conduct, Title IX leadership, and health system stakeholders. The Director will help shape systems, structures, and best practices that align with federal and state civil rights laws, University of California policy, and evolving regulatory requirements. This is a highly visible and mission-critical role at the intersection of higher education, healthcare, and civil rights compliance. How you will spend your time: Program Oversight (60%) Lead and oversee investigations of discrimination, harassment, sexual misconduct, and retaliation matters arising within UCLA Health, including patient-care-related concerns. Exercise independent judgment in intake, assessment, investigation, and resolution of complex and sensitive complaints. Ensure investigative reports are thorough, well-written, legally sound, and issued in a timely manner. Advise senior leaders, department heads, and key stakeholders on findings, risk mitigation, and best practices that promote fairness, accountability, and inclusion. Partner with HR, Academic Affairs, and other administrative units on disciplinary and corrective action processes. Analyze trends and patterns in complaints to inform leadership on systemic risks and recommended improvements. Leadership, Supervision & Compliance (20%) Supervise and mentor 5–6 investigators, setting clear expectations and ensuring consistency in investigative practices and outcomes. Strengthen investigative processes, documentation standards, and case management systems. Contribute to the development and refinement of policies and procedures related to civil rights intake, investigation, and resolution. Monitor compliance with Title VI, Title VII, Title IX, ADA/504, ACA Section 1557, and related federal and state requirements. Collect, analyze, and report data related to complaints and resolutions. Outreach, Education & Training (10%) Lead and support education and training initiatives within UCLA Health focused on discrimination, harassment prevention, and civil rights compliance. Provide expert consultation to campus and health system leaders on complex equity and compliance matters. Collaborate across the university to ensure coordinated, consistent responses to civil rights concerns. ACA Section 1557 Oversight (10%) Serve as the Health Enterprise’s Section 1557 Co-Coordinator. Oversee grievance procedures, recordkeeping, language access plans, and compliance efforts under the Affordable Care Act. Monitor legal and regulatory developments and prepare for audits or external reviews. Qualifications: Juris Doctor (JD) degree required (or equivalent experience) Deep expertise in federal and state civil rights laws and regulations, including Title VI, Title VII, Title IX, ADA/504, ACA Section 1557, Clery Act, VAWA, FERPA, and HIPAA, particularly within higher education and/or academic medical center environments. Extensive experience conducting or overseeing investigations involving sexual harassment, sexual violence, discrimination, and retaliation — including matters arising in clinical or patient-care settings. Demonstrated leadership experience supervising and mentoring professional investigators and managing complex caseloads. Strong understanding of trauma-informed investigation practices and the neurobiology of trauma. Exceptional written and verbal communication skills, including the ability to prepare detailed investigative reports and present findings to senior leadership. Proven ability to navigate highly sensitive matters with discretion, sound judgment, and emotional intelligence. Experience designing and delivering training programs on discrimination, harassment prevention, and civil rights compliance. Demonstrated ability to work effectively with diverse constituencies and across all organizational levels. Clinical experience (e.g., RN) preferred. Compensation & Benefits: The salary for this position is $165,000 - $185,000 annually.
