Position Overview DCS is seeking a Director of Client Development to lead the firm’s external engagement strategy across public agencies, community stakeholders, and strategic partners. This role is responsible for strengthening DCS’s presence in the market, building and maintaining key relationships, and supporting the firm’s overall growth through proactive positioning and engagement. This is not a traditional sales role. The Director of Client Development will work closely with executive leadership to expand relationships, create opportunities, and support business development efforts, while executive leadership maintains responsibility for pursuit strategy and contract execution. Key Responsibilities Client Relationships & Agency Engagement Build and maintain strong relationships with local, regional, and state agencies, including municipalities, transportation agencies, and public authorities Serve as a primary external representative of DCS at meetings, events, and industry functions Track and engage on upcoming initiatives, programs, and funding opportunities Strategic Partnerships Identify, develop, and manage partnerships with community organizations, institutions, and industry partners Support teaming strategies for pursuits, including identifying and coordinating with subconsultants and partners Strengthen DCS’s presence within key networks and stakeholder groups Community & Stakeholder Engagement Lead community engagement strategies for major projects, including public meetings, stakeholder coordination, and outreach initiatives Support project teams in navigating politically sensitive or high-visibility efforts Ensure consistent, professional representation of DCS in public-facing environments Business Development Support Collaborate with executive leadership on pipeline development and opportunity positioning Support pursuit efforts through relationship insights, stakeholder intelligence, and coordination Help maintain consistent follow-up and engagement with key clients and prospects Market Positioning & Visibility Work with internal team members to align messaging, branding, and external communications Identify opportunities to elevate DCS’s visibility through events, partnerships, and strategic initiatives Support grant-related efforts and positioning for public funding opportunities What We’re Looking For A relationship builder who is proactive, strategic, and highly engaged Someone who understands how to navigate public-sector environments and create opportunities through relationships A self-starter who will take ownership of DCS’s external presence and consistently push it forward Requirements Qualifications 10+ years of experience in government affairs, public policy, community engagement, external relations, or client development Strong understanding of municipal and/or state government processes Proven ability to build and maintain relationships with public agencies, elected officials, and community stakeholders Excellent communication and interpersonal skills Experience supporting or working alongside infrastructure, transportation, or development projects is preferred Ability to operate at both a strategic and execution level in a fast-paced environment
