Title: Director of Cloud Operations
Reports to: Executive Director

SUMMARY OF POSITION

The Colorado Statewide Internet Portal Authority (SIPA) is an independent governmental entity that provides e-Government solutions to more than 1,000 state and local governments across the state of Colorado. SIPA is seeking a Director of Cloud Operations to help ensure SIPA’s supplier partners provide the best possible technology services in alignment with SIPA’s strategic objectives and statutory mission as stated in section 24-37.7.105, C.R.S.
The Director of Cloud Operations will oversee the cloud infrastructure used to deploy SIPA’s services, ensuring optimal performance, availability, and scalability. The Director of Cloud Operations will work closely with the portal integrator partner, Tyler Technologies, to monitor software deployment and upgrades, system setup, system administration, monitoring, incident resolution, problem management, configuration and change management, security management and monitoring, capacity planning, availability management, and disaster recovery.

REQUIRED SKILLS/EXPERIENCE

  • Bachelor’s degree in Computer Science, Information Technology or other related scientific/technical discipline required. Master’s Degree preferred.
  • Extremely organized and detail-oriented with exceptional communication, analytical thinking, and interpersonal skills
  • 3+ years of experience in designing and maintaining Cloud Services technologies such as Azure, AWS, GCP, etc
  • Experience required in designing, assessing, implementing, and maintaining Cloud Services (e.g., Software as a Service or Platform as a Service, etc.), maintaining Cloud Infrastructure Services, and managing and monitoring performance of Cloud Service Providers
  • Deep understanding of cloud governance frameworks, best practices, and security principles
  • Strong knowledge of relevant industry regulations and compliance standards
  • Experience and understanding IT Service Management concepts (ITIL), processes and procedures
  • The candidate must have a track record of positively affecting outcomes over groups and suppliers without having direct management authority.
  • Ability to easily navigate and liaise with diverse stakeholders, including government employees and technology partners
  • Must possess the skill to read, analyze, interpret, and produce complex technical documents, diagrams and manuals. The ability to effectively communicate status information, set technical direction, and resolve technical and business conflicts is required.

Responsibilities

Portal Integrator Management

  • Provide technical oversight of the services managed by the portal integrator, Tyler Technologies, including custom application development and hosting, standard application hosting and development, payment processing, payment integration, and website hosting and maintenance.
  • Evaluate all monthly, quarterly and annual technical contract deliverables including but not limited to asset inventories, end of life analyses, disaster recovery plans, hosting strategies, security plans, service level compliance, security management plans, root cause analyses, incident reports and resolution plans, vulnerability and accessibility scans, and change management procedures
  • Ensure portal integrator performance aligns with established standards and contractual agreements
  • Make recommendations regarding contract deliverable acceptance or rejection to SIPA’s Executive Director. Coordinate revisions to contract deliverables through regular meetings appropriate supplier and SIPA staff
  • Make recommendations for improvements to supplier infrastructure and operational procedures that could improve service delivery

Supplier and Cloud Project Management

  • Serve as a technology liaison to state agencies, and local governments for complex cloud implementation projects
  • Provide project management guidance and oversight for key projects
  • Provide recommendations to help customers design and select the appropriate solutions for their needs
  • Identify and address potential risks associated with supplier relationships
  • Provide training to suppliers on compliance requirements and best practices
  • Collaborate with other SIPA team members to ensure a coordinated approach to supplier management

Other Duties as assigned (15%)

  • Participate in SIPA’s User Conference
  • Provide technical review of applications to SIPA’s grant programs for feasibility and best practices
  • Other duties as assigned
