WHO WE ARE LOOKING FOR:

Reporting to the Chief Financial Officer, the Director of Contracts & Compliance holds responsibility for public contract procurement, management, oversight, and compliance. They are responsible for leading and managing day-to-day operations in pre- and post-award public grant administration functions, ensuring the organization is following and in compliance with all Federal, State, and local funder policies. Functions include, but are not limited to, identifying potential public funding sources, leading proposal submissions, award transitions, award acceptances, and ongoing day-to-day management, as well as subaward and subrecipient management, monitoring grant budgets and expenditures, and program and fiscal reporting.
The Director of Contracts & Compliance will also design, implement, and oversee the organization’s compliance and quality assurance efforts. This will include developing an internal audit plan that reviews and tests client eligibility as well as ensures compliance of both contract data reporting and contract financial reporting. Additionally, they will identify areas for improvement in policies and procedures across organizational functions.
Supervisory Responsibility: None to start. The Director of Contracts & Compliance will determine the need for additional support and will determine the position and skills required. This position is dependent on both need and available funding.

POSITION QUALIFICATIONS:

  • A bachelor’s degree or equivalent in Business Administration or a related field is required; a master’s degree is preferred.
  • A minimum of 5-7 years in a grants and contracts management and reporting position is desired. Additionally, 3 – 5 years of professional-level experience in audit or compliance is desired.
  • Working knowledge of research compliance issues & key federal grant and contract regulations.
  • Computer proficiency in the use of Microsoft and database applications.
  • Must pass LiveScan screening and TB test.
  • Salary contingent upon skill and experience.

Responsibilities

LEADERSHIP ROLE:

  • Active participation and contribution to the Hope Solutions Directors Team.
  • Cultivate and maintain successful relationships with key stakeholders and County leadership, including contract liaisons from each funder.
  • Represent Hope Solutions with community stakeholders, as assigned. May require evening meetings.
  • Assist with the planning and implementation of new programs when opportunities arise.
  • Attend Hope Solutions Board Meetings as directed.

SECURING NEW CONTRACTS RESPONSIBILITIES:

  • Track and identify new potential public funding opportunities to sustain or grow our impact. Recommend new funding opportunities to the leadership team for consideration, including potential new partnership opportunities.
  • Lead/manage proposal submissions, including developing proposal narrative, staffing plan, performance benchmarks, and budget. Work closely with Program Leadership, Director of Evaluation and Learning, and Chief Financial Officer to shape proposal and procure all necessary proposal attachments.
  • Manage contract grant writers to support proposal work as needed.
  • Manage and adhere to all proposal deadlines.
  • Professionally represent Hope Solutions at community meetings to promote our reputation and build rapport with government partners, in partnership with program, finance, and policy/government affairs colleagues.
  • Respond to community partners’ requests and questions in a timely manner.
  • Attend required bidders’ conferences and communicate information from those forums.
  • Integrate new contracts/awards into ongoing contract management process.
  • Review of incoming award notifications, contracts, and subcontracts for language, compliance, budget, and other pre-award issues.
  • Liaise with program, administrative, and fiscal units to address and resolve fiscal and program-related issues prior to award implementation.

CONTRACT MANAGEMENT RESPONSIBILITIES:

  • Lead quarterly contract monitoring meetings with peers from program, finance, and data departments to ensure we are meeting program goals on time and within budget. Assist with course corrections as needed.
  • Regularly meet with external contract partners to report on the status of contract deliverables, build rapport, and troubleshoot early and often.
  • Coordinate contract renewals, engaging and collaborating with peers from finance, data, and program, as necessary.
  • Create/manage a contract management system to ensure timely compliance and reporting.
  • Ensure contract management and renewals systems are as effective as possible. Recommend new tools/processes if needed.

COMPLIANCE AND INTERNAL AUDIT RESPONSIBILITIES:

  • Design and implement an internal audit and compliance testing plan, in collaboration with Program Directors / Managers, Accounting Manager, and the Data Manager.
  • Perform periodic reviews of program and finance documentation to ensure eligibility and compliance within program guidelines and contractual requirements.
  • Assist with the review of policies and procedures across programs, providing feedback for continuous improvement.
  • Analyze the contract workflow and identify and recommend process improvements if needed.
  • Provide support and assistance with the annual external audit and any program-specific audits.

ORGANIZATIONAL/ADMINISTRATIVE RESPONSIBILITIES:

  • Professionally represent Hope Solutions in all circumstances.
  • Comply with all legal/ethical professional guidelines for maintaining consumer confidentiality, adhering to HIPAA guidelines, protecting consumer rights, advocating on consumers’ behalf, and assuring consumer safety.
  • Comply with all local, state, and federal regulations, as well as Hope Solutions’ policies and procedures.
  • Attend all required meetings, including but not limited to Hope Solutions staff meetings and linkage meetings with other agencies.
  • Occasional evening and weekend work may be required.
  • Perform other duties and responsibilities as assigned.
