Description

The Director of Correctional College Education provides oversight and ensures the quality of college classes within the five Correctional Institutions is Eastern Oregon (SRCI, WCCF, EOCI, PRCF, TRCI). This leadership role ensures the development and delivery of high-quality academic, CTE, and college-level programs to support the rehabilitation and successful reintegration of incarcerated individuals into society. The Director will supervise the Correctional Education Directors and provide support to ABS programs. The Director is responsible for the coordination and scheduling of all college coursework, budget administration, and compliance with institutional and accreditation standards, while fostering partnerships with correctional facilities and other stakeholders.

QUALIFICATIONS

MANDATORY: Bachelor’s degree in Education / Adult Education / Public Administration or related field. Must be able to demonstrate at least two years’ supervisory/leadership experience and the knowledge, skills and ability to perform the duties of the position.
Broad knowledge of program management, accounting and budget and contract development and administration required. Must have knowledge of adult education principles, personnel supervision, curriculum development, program evaluation techniques and computer applications software. Documented ability to plan and implement instructional programs appropriate to adult learners, and ability to relate to students of various ages, ethnic backgrounds, and abilities. Security access to EOCI, TRCI and PRCF required. Must be able to work a flexible schedule, including late afternoons and evenings, as needed.
PREFERRED: Master’s degree in Education / Adult Education / Public Administration or related field. Other desired qualifications include previous working experience within a correctional facility; teaching experience in a secondary classroom, community college, Adult Basic Skills Development and/or Corrections Education program; experience in cooperative learning environments; knowledge of strategies and techniques to instruct students with varying learning styles. Bilingual (Spanish/English) preferred.
SPECIAL: Must be able to pass and maintain security clearance and be approved to enter Oregon Department of Corrections facilities.

Responsibilities
  • Support the Directors of Correctional Education, ensuring performance monitoring, leave, adherence to policies, compliance with contracts, effective communication, accurate reporting, and timely conflict resolution.
  • Recruit, locate, work with and obtain approval from Vice President of Academic Affairs to find/hire qualified instructors to teach courses at all (5) Correctional Institutions.
  • Work with the Directors of Correctional Education to determine and create an annual class schedule for each institution.
  • Work to create as many “live” class offerings in each institution as possible.
  • Assist Instructors with the navigation of ODOC restrictions when offering a course. (Canvas, Canvas Corrections Tool, acquisition of books, etc.).
  • Ensure TVCC PEP Process and Procedures are documented and updated as needed.
  • Ensure each PEP program has Student Handbooks, as required.
  • Ensure “General Education” assessment is completed at all correctional facilities.
  • Ensure Faculty and Adjunct Faculty evaluations are completed following College policy.
  • Ensure student evaluations are completed in accordance with ODOC and TVCC policy.
  • Evaluate College Corrections program effectiveness through data collection and analysis, including cost-benefit analysis by term for each institution, demographic, student completion rates, average GPA, release date and other data as listed in the PEP approval, implementing improvements as needed.
  • Ensure all programs are aligned with federal financial aid requirements and NWCCU accreditation requirements. Ensure all college policies and procedures are followed.
  • Ensure waivers are in place so that TVCC can contact students after release and obtain required data.
  • Develop and implement strategic plans with Corrections Education Directors’ programs that align with institutional goals and the needs of incarcerated learners.
  • Work directly with the Vice President of Academic Affairs or designee to ensure the curriculum and degree programs are consistent with and in compliance with the College and state requirements.
  • Collaborate with correctional staff to address challenges related to student participation and safety, including the coordination of class and program offerings and the coordination of course scheduling, instructional schedules, and facility utilization.
  • Support the Correction Education Directors in establishing staff and faculty training across all institutions.
  • Ensure the Program Coordinators assist with student registration, book orders, and student record keeping within the division and between divisions.
  • Ensure all reporting for all Prison Education Programs (PEP or SCP) are submitted in a timely manner. This includes requests by ODOC, NWCCU and U.S. Department of Education, in cooperation with the appropriate College departments.
  • Work with community groups and organizations to promote and enhance the college and its activities. Act as a public speaker and public representative of the College on corrections-related items. Give presentations to local organizations, campus or the Board of Education. Prepare a monthly report to be presented to the Board of Education.
  • Provide assistance to the Correction Education Directors in the planning and managing of all Corrections budgets.
  • Lead internal and external program review, institutional effectiveness processes, accreditation and other assessment activities in assigned areas.
  • Regular travel between the five (5) correctional institutes: Warner Creek (Lakeview), Eastern Oregon (Pendleton), Two Rivers (Umatilla), Powder River (Baker), and Snake River (Ontario) to meet with ODOC administrators/staff and TVCC staff, to stay abreast of any changes, updates, challenges and/or requests.
  • Must obtain and maintain the credentials required by the Oregon Department of Corrections to access correctional institutions.
