ACG_3331_JOB Our client is a well-established real estate holding group seeking a senior-level professional to join their team. Organization & Department Management Lead and manage the Economic and Technical function, including proposing organizational structure and staffing plans for approval by Senior Management. Oversee all departmental operations in line with assigned functions and project objectives. Planning & Work Execution Develop and implement departmental work plans; monitor progress and overall performance. Assign, manage, and supervise tasks to ensure effective and timely execution. Design Management Manage planning and design activities from pre-investment stage through project completion and handover. Control the quality, schedule, and compliance of all design documentation. Provide professional review, technical consultation, and expert recommendations to Senior Management on design-related matters. Technical Management Review and control the quality of design documents, quantities, and cost estimates. Ensure compliance with technical standards, regulations, and project requirements. Cost Management & Tendering Lead cost management and contractor selection throughout the entire project lifecycle, from preparation to contract signing. Take ownership of tender documentation preparation, evaluation, contractor selection, and contract award. Monitor project progress, payment schedules, acceptance, and final settlement with consultants and contractors. Process Development Develop, update, and improve internal policies, procedures, and regulations related to design management, cost control, and tendering. Reporting & Other Duties Prepare periodic and ad-hoc reports as required by Senior Management. Perform other duties as assigned. Requirements Male, aged 35–45. Bachelor’s degree or higher in Construction, Architecture, Engineering, or related fields; Master’s degree is an advantage. Required professional certifications: Project Management (Class II or above), Cost Valuation (Class II or above), Tendering, and Occupational Safety as per regulations. Management or mid-level leadership certification is a plus. Minimum 10 years of experience in technical management, design management, and tendering, with direct experience working for property developers or project owners. Good command of English for project management, technical documentation, and coordination with international partners. Strong knowledge of construction design processes from planning, construction, to project handover; solid understanding of technical standards, construction codes, and design adjustment procedures. Proven expertise in cost management, including budgeting, total investment control, and cost monitoring. Familiar with internal audit processes and working with authorities and audit firms on project settlement and final accounts. Good understanding of the capabilities and performance of local and international contractors. Proactive, dedicated, and committed to long-term engagement; able to work under high pressure with strong teamwork skills. Good health and willingness to travel or be assigned as required.
