ROLE:

The Bedford Regional Water Authority (BRWA) is hiring one position that will be filled at either the Director of Engineering or Engineering Manager level depending on the qualifications and experience of the selected candidate.

  • Director of Engineering: Provides strategic leadership of the Engineering Division, oversees capital project planning and implementation, manages staff, develops policies, and serves as a senior advisor to leadership.
  • Engineering Manager: Manages engineering and construction contracts for capital projects, supervises technical staff, provides design and construction oversight, and ensures compliance with standards and regulations.

This position reports to the Deputy Director.

ESSENTIAL FUNCTIONS

  • Oversees and supervises engineering staff, including hiring, training, assigning work, and performance management.
  • Provides leadership and direction for design, construction, and replacement of water and sewer infrastructure.
  • Manages contracts and budgets for engineering and construction projects.
  • Provides technical guidance and mentorship to staff, including those with Engineer-in-Training (EIT) designations.
  • Oversees development and enforcement of technical standards, policies, and specifications.
  • Serves as a BRWA representative with regulatory agencies (VDH, DEQ) and in external meetings.
  • Prepares and monitors departmental budget.
  • Provides strategic planning for capital improvement projects and long-range infrastructure needs.
  • Performs other duties as assigned by the Deputy Director.

BOTH ROLES REQUIRE:

  • Valid Virginia driver’s license.
  • Knowledge of AutoCAD, GIS, and water/wastewater systems.
  • Familiarity with Virginia Public Procurement Act.
