Description Job Purpose and Objectives: Responsible for developing and administrating comprehensive programs for the control of environment protection of public health for Montgomery County. Experience in animal handling Certifications / Licenses: 1. Valid Driver’s License Skills/Knowledge/Abilities: 1. Extensive knowledge of the Uniform Building Code, National Electrical Code and the Uniform Plumbing Code 2. Ability to read and interpret documents such as incident or inspection reports 3. Knowledge of the county road system and the ability to properly interpret legal descriptions 4. Working knowledge of the ADA and other laws addressing the rights of people with disabilities 5. Excellent time management skills and ability to multi-task and prioritize work 6. Ability to fulfill all duties with minimal supervision and to work independently 7. Selects, supervises, directs and evaluates assigned staff, processes employee concerns and problems, directs work, counsels, disciplines, and completes employee performance appraisals 2. Plans, organizes, directs and controls all activities of the Planning and Zoning Department and the Environmental Health program of the Montgomery County Health Department Serves as the county’s ADA Coordinator and Animal Welfare Inspector Performs inspections on individual on-site wastewater systems Acts as a consultant to other services of the city and county boards or individuals relative to technical and administrative problems in air hygiene, water supply, water pollution control, occupational health, recreational sanitation and radiological health Represents Montgomery County at meetings on boards, and in negotiating compacts with other county agencies relative to environmental health engineering problems Approves and issues all zoning permits and makes and maintains records thereof Conducts inspections of land uses to determine compliance with provisions of the zoning regulations Receives, files and forwards to the Zoning Board of Appeals, the records in all appeals and all applications for variances Maintains permanent and current records of the zoning regulations including all zoning map attachments, conditional uses, variances, appeals and applications thereof and records of hearings Maintains for distribution to the public, a supply of copies of the zoning map or maps, the compiled text of the zoning regulations and rules of the Board of Zoning Appeals Collects and maintains a library of ADA regulations and supplementary materials Works with staff and administrative leaders to write long-range ADA plan and ensure implementation of the plan’s goals Monitors any construction or modifications of County buildings and facilities to ensure compliance with ADA Obtains price quotes for special purchases of equipment, materials or supplies for implementing reasonable accommodation or public access Develops and maintains good working relations with people with disabilities as well as organizations representing those with disabilities Provides technical information and advice to staff, peers and management Recommends resolutions to grievances Maintains correspondence and documentation of the compliance procedure Arranges special requests for accommodations, alternate formats and other with appropriate staff members Investigates alleged reports of animal cruelty or neglect Conducts assessment of the animal(s) involved and proceeds accordingly to prevent suffering Promotes good practice and compassion Educates and advises owners and caretakers of animals and seeks to improve or maintain the welfare of the animal(s) Develops and maintains effective working relationships with internal and external agencies and other animal welfare establishments Enforces and maintains compliance with all federal, state and local laws and ordinances Performs other duties as assigned or deemed necessary Complies with all organizational and departmental policies and procedures Operates all job-related equipment, machinery, tools and other aids as required or needed Protects and maintains any confidential information you have access to, whether oral, written, or electronic Supervisory/Management Responsibilities: This position is responsible for the supervision/leadership of employees, which includes making employment-related decisions and/or recommendations, and formally evaluating performance.
