MINIMUM QUALIFICATIONS
GENERAL PURPOSE
Performs a variety of professional, administrative and managerial duties related to planning, directing, organizing, and controlling the financial operations of the city, including, utility billing, elections, treasury, records management, governmental accounting, internal auditing, bond administration, grant administration, budget management and financial analysis and reporting. Serves as City Clerk/Treasurer as defined in the City Home Rule Charter.
ESSENTIAL FUNCTIONS
Staff Management: Conducts departmental staff meetings and conducts periodic and annual evaluation of all department staff; determines goals and objectives for the department and motivates staff to meet established goals; evaluates office production, revises procedures and forms to improve efficiency of workflow; provides written reports, as necessary to Administrator detailing work product and schedules; provides support for Administrative staff positions during staff absence.
Financial Administration: Serves as member of city executive staff; contributes to strategic planning and policy development to further the mission of the city; plans, coordinates, supervises and evaluates financial operations; researches, writes, establishes, and evaluates department policies and procedures to implement executive and legislative directives from the mayor and city council.
Provides financial guidance in day-to-day and long term financial operations; acts as city budget officer; designs and implements budget development process for various city departments; responsible for the accuracy and legal performance of the City’s financial transactions; manages governmental accounting functions; directs and prepares city-wide budget; coordinates budget development process with City Administrator and city department heads; forecasts revenues and expenditures; provides fiscal oversight for capital improvement projects; submits final budget to the State of Colorado and reports to other governmental agencies as required.
Provides support, advice and counsel to the city administrator, mayor, council and department heads with information and recommendations for efficient fiscal administration; recommends rules, regulations, policies and procedures and implements the same upon approval; analyzes, interprets and communicates financial operation results; evaluates, develops and implements internal controls in financial and cash management operations; oversees and coordinates annual audit including pre-audit, field audit and post audit processes and results.
Provides technical financial support; assures city fiscal activities conform to statutory and generally accepted accounting principles (GAAP); reviews and evaluates ongoing budget status of revenues and expenditures; oversees implementation of budget amendments.
Oversees and/or performs reconciliation of financial systems regarding budget amendments and the establishment of corresponding budget controls; provides programmatic and operational consultation regarding the City’s revenue accounting, auditing, forecasting, and grants accounting; ensures accuracy and accountability in all financial transactions initiated from all departments in the City.
Oversees and/or prepares required federal and state reports related to, annual audit, budget, grants, loans and cash management and transparency requirements; responds to issues and inquiries from various fiscal agencies and regulatory authorities.
Oversees, manages and maintains city-wide accounting system; manages general ledger posting and maintenance; manages the general reporting and information tracking related to payroll, accounts payable, accounts receivable, etc.; establishes working relationship with accounting software vendor to maximize desired efficiencies in fiscal record keeping; responsible for oversight of all aspects of utility billing liquor & beer dispenser’s occupation tax and lodging occupation tax; manages the collection of taxes and revenue due to the city
Coordinates cash flow management; monitors and determines city financial needs, calculates income projections, makes cost-recovery projections; follow established statutory guidelines for the investment of idle funds to achieve maximum usage of public taxes and other revenue collections; ensures the effective timing of money transfers and investments.
Monitors current outstanding debt and provides information for debt instruments, i.e., loan and bonding projects and services.
Coordinates annual external audit; directs and coordinates various closing functions; serves as internal auditor; ensures timely and accurate state and federal fiscal reporting; ensures proper remittance of sales tax and other state and federal obligations.
Prepares and presents periodic and annual financial statements summarizing the fiscal condition and projections for the city.
Serves as Treasurer of the Ouray Volunteer Firemen’s Pension Fund, complying with statutory authority and Fire and Police Pension Association requirements.
Serves as administrator for the City’s property and casualty insurance, including submitting required claim forms, maintaining files, annual application and audit.
Clerk Functions: Provides clerical support to Council and City Administrator, by preparing meeting agendas and information packets, recording official minutes of council meetings and performing various tasks for Mayor and Administrator; publishes and/or posts all public notices, seals and attests all official City documents; keeps records of Council proceedings including all ordinances, resolutions, and motions; oversees codification of ordinances into City’s municipal code; manages responses to open records requests; manages City files and records, including formulation of procedures for systematic retention, protection, retrieval, transfer and disposal of records. Oversees maintenance of the Functional Filing System according to the retention schedule; protects confidential records and information.
Serves as election official for municipal elections. These elections may be coordinated with the County Clerk when applicable. Orients municipal candidates and newly elected Council members.
Responsible for all administrative aspects of liquor licensing.
Performs other related duties as required.
