VACANCY ANNOUNCEMENT ROLE PROFILE TITLE: Director of Finance and Support Services (FOR MYANMAR NATIONAL ONLY) TEAM/PROGRAMME:      LOCATION: Yangon, Head Office Number of Position: 1 GRADE: Executive     CONTRACT LENGTH: Fixed Term (1 year with possible extensions) CHILD SAFEGUARDING: Level 2: either the post holder will have access to personal data about children and/or young people as part of their work; or the post holder will be working  in a ‘regulated’ position (accountant, barrister, solicitor, legal executive); therefore a criminal record self-declaration  will be required(at ‘standard’ level in the UK or equivalent in other countries). ROLE PURPOSE:  The Finance and Support Services Director provides strategic leadership to ensure the financial strength, operational reliability, and regulatory compliance of Save the Children in Myanmar. The role exists to safeguard organizational resources, uphold robust internal controls, and drive excellence across finance, information technology, and support services functions. As a core member of the Senior Management Team, the Director enables effective decision making, ensures financial readiness for both development and humanitarian operations, strengthens systems and staff capacity, and creates an enabling environment for high quality program delivery in a complex and evolving context. Through strategic guidance and disciplined oversight, the role ensures that Save the Children Myanmar operates with integrity, transparency, and accountability to children, donors, and partners. SCOPE OF ROLE: Reports to: Country Director Staff reporting to this post: 4 (Finance managers, IT manager and support services coordinators) Role Dimensions: Close working relationship with Director of Program Operations, Director of Awards, Partnership and localization, Director of SPQ and other SMT members, Business Partners in Finance, and other relevant functions. KEY AREAS OF ACCOUNTABILITY : Financial Leadership and Management, including:  •    Providing high quality financial and accounting to ensure: •    Budget holders and finance staff provide accurate and timely recording of accounting transactions •    Area and field offices’ financial controls are in place and adhered to •    Area and field offices comply with SCI financial standards •    Finance team provides timely and adequate support for the preparation of budget submission and grant proposals •    Being accountable for ensuring and monitoring delivery against financial plans through targeted financial analytical review and forecasting accuracy, and cooperatively developing action plans to ensure that objectives are achieved •    Developing the financial management capacity of the finance staff and budget holders at field office level to ensure the organisation’s dual mandate goals and business objectives are met •    Ensuring compliance with legal and grant regulations and financial management policies and procedures; reviewing monthly exception reporting and SMT to understand performance issues on grants highlighted •    Developing and monitoring implementation of the organization’s policies and process for financial control and risk management. •    Building effective working relationships with finance staff and decision makers in partner organizations and other INGOs working in country. •    Providing surge capacity for emergency response including dramatically changing work practices and cooperating with in-coming response teams •    Assisting with financial recruitment across Myanmar to ensure a SCI standard function •    Contributing to the development of strategic and operational plans, •    Actively participating in spreading best practice among save the children senior finance professionals in the region. •    Engaging with finance team from centre and regional to support new process/new systems (Eg. Total inventory management, cost allocation mechanism, premises allocation methodology, etc.) As an additional link with Agresso financial management system. Information Technology: •    Provide strategic development and operational implementation of all aspects of IT for the country offices. •    Ensure IT policies and procedures are in place in line with global IT policies. •    Ensure right level of IT resources, support and development is in place to best equip the organization to deliver its business activities and strategic objectives. •    Develop a culture which sees IT as a key strategic enabling function for the organization.  •    Ensure that IT governance processes are maintained, that IT projects are managed in line with a common process and delivered as planned and to budget timeliness, wherever possible. Support Services (Administration & Office Management)  •    Provide strategic oversight of Administration and Office Management functions to ensure all offices operate safely, efficiently, and in full compliance with Save the Children policies and national regulations. •    Oversee office facilities, leases, office services, and premises management to ensure a secure and functional working environment across all locations. •    Ensure strong asset and inventory management systems are in place, with accurate records and adherence to audit and compliance requirements. •    Lead effective administrative and travel support services, including office logistics, staff movement arrangements, and support for visitors. •    Develop, mentor, and manage admin teams to deliver high quality, timely, and customer focused services to programme and operations teams. •    Ensure smooth organisation of meetings, workshops, and events, providing reliable administrative coordination across the country office. •    Drive continuous improvement in administrative systems, strengthening efficiency, accountability, and overall service delivery. Staff Management, Mentorship and Development, including: •    Managing the finance team; defining expectations, providing leadership and technical support as needed, and evaluating direct reports regularly; •    Being responsible for the recruitment, training, and promotion of staff as appropriate and ensuring availability of appropriate professional development opportunities for finance staff; •    Managing the performance of all staff in the finance through performance management system and providing ongoing coaching to strengthen the finance team’s professionals towards serving stakeholders’ needs. STRATEGIC LEADERSHIP (SMT ROLE) •    Contribute to overall leadership and direction of the Country Office. •     Promote a culture of accountability, high performance, learning, innovation. •     Ensure alignment with SCI global operating standards and compliance expectations. •    Provide strategic advice to the Country Director and SMT. Child Safeguarding and counter fraud responsibility •    Ensure the managerial environment and operational systems fully support the implementation of the Child Safeguarding Policy and safeguarding framework including PSEA across finance work. •    Promote practical approaches to strengthen staff and partner awareness, compliance, and commitment to child safeguarding within finance teams.  •    Take all necessary and appropriate steps to prevent fraud, bribery, and corruption within their areas of responsibility, report and respond to all incidents and concerns and comply with the Counter-Fraud, Bribery and Corruption Policy and Procedure. All types of fraud, bribery, and corruption must be prevented, including where it benefits the organisation (SCI).  •    Ensure all financial activities, processes and transactions comply with SCIs Fraud, Bribery and Corruption and Safeguarding Policies. Integrity: •    Honest, encourages openness and transparency; demonstrates highest levels of integrity •    Always acts in the best interests of children QUALIFICATIONS   •    Advanced degree in Finance, Accounting, Business Administration, Public Administration, or a related field. •    Senior level professional qualification such as CPA, ACCA, CIMA, CA or equivalent. EXPERIENCE AND SKILLS Essential •    Significant leadership experience (typically 10+ years) in financial management and support services within international NGOs, UN agencies, or large, complex organisations. •    Demonstrated experience overseeing multi donor portfolios, including compliance with major institutional donor requirements. •    Strong expertise in internal controls, risk management, audit readiness, and financial compliance, including in high risk or humanitarian environments. •    Proven track record managing diverse teams across finance, administration, and/or office management functions. •    Strong strategic planning, analytical, and forecasting skills, with the ability to provide high quality advice to senior leadership. •    Experience operating within complex regulatory environments, including engagement with authorities. •    Excellent communication and interpersonal skills, with the ability to influence and build trust across senior leadership, partners, and external stakeholders. •    Commitment to Save the Children values, including child safeguarding, accountability, and operational integrity. Desirable •    Experience working in fragile or conflict affected contexts or remote management settings. •    Knowledge of Save the Children systems, donor compliance frameworks, and global policies. •    Understanding of local Myanmar regulatory requirements related to INGOs, financial operations, or office administration. •    Experience leading change management, digital transformation, or strengthening organisational systems and processes.
