Description

Halifax County, Virginia (population 33,811) is accepting applications for the position of Finance Director. Halifax County is located in south-central Virginia and is the fourth largest county in Virginia based on land size, covering 817.73 square miles. The County has a FY26 budget of approximately $192.2 million and a nine-member Board of Supervisors.
This position serves as the Chief Financial Officer of the County government, responsible for all aspects of financial management and reporting. The successful applicant must demonstrate strong accounting and financial management skills; expertise in governmental accounting principles; budget preparation and analysis; financial reporting and auditing coordination; procurement and contract management; debt management; grant administration; ability to work effectively with elected officials, department heads, and external auditors; exhibit the highest degree of honesty and integrity; and a documented record of successful financial management in a multi-department organization with at least five years of progressively responsible experience in governmental finance.
The desired candidate will possess a Bachelor’s Degree in Accounting, Finance, Business Administration, Public Administration or a related field from an accredited college or university. CPA certification preferred. Experience must include governmental accounting, budget development and management, financial reporting, debt management, and grant administration.

ADDITIONAL QUALIFICATIONS PREFERRED:

  • Master’s degree in Accounting, Finance, or Public Administration
  • Certified Public Accountant (CPA) or Certified Government Financial Manager (CGFM) designation
  • Experience with municipal bond financing and debt management
  • Knowledge of Virginia local government finance laws and regulations
  • Experience with financial management software and ERP systems
