GENERAL STATEMENT OF JOB DUTIES
The Human Resources Director provides strategic leadership and operational oversight for the agency’s human resources programs, services, and policies. The Director is responsible for advancing the agency’s goals through effective workforce planning, talent acquisition, employee relations, classification and compensation, benefits administration, and workforce learning initiatives. This role ensures HR practices are legally compliant, compassionate, and aligned with the agency’s values and strategic priorities. The Director leads a team of HR professionals and works closely with legal, executives, department leaders, and employee groups to foster a consultative, solutions-focused HR department that supports a high-performing workplace where all employees feel valued.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Provides strategic leadership and direction for all areas of Human Resources, including talent acquisition, employee relations, HR compliance, compensation and classification, benefits administration, and workforce learning initiatives.
- Partners with executives, department leaders, and employee groups to align HR strategies with agency priorities and operational needs.
- Cultivates a respectful and supportive workplace culture through fair and consistent HR practices, fostering trust and employee well-being.
- Oversees the development and implementation of policies, programs, and systems that promote organizational effectiveness and employee engagement.
- Initiates and leads HR projects and change initiatives that align with agency priorities and improve employee experience, service delivery, or organizational effectiveness.
- Collaborates with internal partners to plan, execute, and sustain cross-functional efforts that drive meaningful outcomes.
- Leads, mentors, and develops a high-performing HR team, setting clear expectations and supporting their professional growth.
- Ensures compliance with all applicable federal, state, and local employment laws and regulations; monitors legal and regulatory changes and advises agency leadership accordingly.
- Ensures accuracy and effective use of employee data in the Human Resources Information System (HRIS); promotes data integrity and timely reporting.
- Evaluates programs and identifies opportunities for improvement using data and performance metrics.
- Serves as a trusted advisor to agency leadership on complex and sensitive personnel matters, supporting both individual and organizational needs.
- Manages the department’s budget, contracts, and vendor relationships, including consultants, benefits providers, and HR technology partners.
- Promotes effective communication, collaboration, and transparency within the HR team and across the agency.
- Responsible for hiring, developing, supervising, evaluating, and, when necessary, disciplining or discharging staff in alignment with agency policies and employment law.
- Champions efforts to attract, retain, and develop a talented, mission-aligned workforce.
- Models empathy, professionalism, and approachability in all interactions; fosters a workplace culture grounded in respect, trust, and genuine care for employees.
