PRIMARY FUNCTION
Responsible for all aspects of Human Resources (HR), both directly and indirectly, including policies, compensation, employee retention, and benefit management with an emphasis on recruitment and staffing. The Director of Human Resources is responsible for coordinating and managing all human resources functions of payroll, compensation, benefits administration, recruitment, retention, employee relations, and policy administration. Responsible for overseeing the workers compensation program, coordinating and administering annual education for the organization.
QUALIFICATIONS
Education and/or Experience
· Bachelor’s Degree in Human Resource Management or related business field required.
· Minimum of five (5) years’ experience in Human Resources leadership.
· Requires effective organizational and problem-solving skills and ability to work well in a non-structured environment.
· Strong oral and written communication skills are mandatory.
· Needs the ability to handle a variety of duties with frequent change of tasks without loss of efficiency.
· Experience with talent management including workforce planning, succession planning, performance management etc.
Preferred Education and Experience
· Master’s Degree in Human Resources, MBA, or related degree from an accredited college or university
· Experience in the healthcare industry
· Develops and implements the strategic Human Resources plans with a strong focus on human capital practices, employee relations, performance management, employee communications, employee engagement and retention activities and, in conjunction with CEO and CFO, the strategic compensation and benefits.
· Maintains employee database (HRIS) including, but not limited to personnel files, personnel policies and procedures, benefits, salary information, job descriptions, performance appraisals, time and attendance, and hiring/termination records.
· Partners with legal counsel on requirements and government reporting regulations affecting Human Resources.
· Develops and implements JMMMMC employment policies and procedures system wide, ensuring compliance with all federal and state employment laws.
· Provides proactive and strategic guidance and support for organizational planning and development that aligns the Human Resources agenda in support of key business strategies. This includes and is not limited to items such as the development/training/continuing forward a leadership development plan and change management.
· Acts as a change champion during periods of restructuring, mergers, or cultural transformations by identifying best practices and approaches that align with the culture and support leaders.
· Serves as a resource for all team members including department managers and directors for human resource information and training. Responsible for disciplinary policies and procedures. Keeps the Employee Handbook current and assures that it meets all required personnel laws.
· Coordinates the recruitment process including job postings, offer letters, interviewing, and coordination of potential applicant visits to the facility. Coordinates the hospital physician and advanced practice provider recruitment process in conjunction with the CEO and Medical staff.
· Responsible for new employee hire and orientation program and procedures.
· Manages the performance review process to ensure effectiveness, compliance, and equity.
· Serves on and participates in other projects/tasks as required by hospital committees or administration. Assist the CEO as necessary with contract negotiations, preparing letters of intent and compensation recommendations.
· Assure accuracy of time and attendance records. Monitors the training requirements and certifications of staff to ensure all are current including assigned compliance training.
· Prepares, communicates, and maintains appropriate documentation for establishing employee benefits coverage, updates employee benefits records, to ensure compliance with benefits regulations.
· Manages and monitors the Workers Compensation program along with FMLA policies/procedures/processes.
· In conjunction with CFO, develops and maintains the annual operating budget for the Human Resources Department.
· Fulfills mission statement by performing job duties with a high level of customer service while contributing to a positive and professional environment.
· Always maintain a high degree of confidentiality. Follows all HIPAA guidelines and promotes and ensures patient safety.
· Special projects and other duties as assigned.
Performance Improvement:
· Participates in the PI program, including development and review of internal department quality monitors, tracking and reporting quarterly PI findings in a timely manner, reporting all patient quality issues to the Quality Department and facilitating on-going education for staff regarding their role in the PI process.
