This role is a key member of our leadership structure, reporting directly to the Vice President of Operations and serving as a trusted advisor to the executive team.    The Director of Human Resources plays a critical role in ensuring effective people strategies, regulatory compliance, and operational excellence across a growing human services organization committed to providing high-quality, person-centered care.   Director of Human Resources FLSA Status: Full-Time, Salary, Exempt FTE: 1.0 Hiring Range: $120,000- $140,000 Annually DOE   About Thomas Allen We began providing residential services to individuals living with disabilities in 1977, and in 1984 became the first non-governmental entity in Minnesota to offer waiver case management. Annually, we deliver a wide variety of services to more than 10,000 individuals of all needs, abilities, and ages - from infants to elders. Our services include waiver case management, community living services, care coordination, respite care, and community-based residential programs. Position Overview   The Director of Human Resources provides leadership, direction, and oversight of all HR functions, including employee relations, compliance, talent management, payroll, and workforce development. This role is responsible for aligning HR strategies with organizational goals, supporting leadership decision-making, and ensuring consistent, compliant, and effective HR practices across the organization.   Key Responsibilities * Provide strategic leadership and oversight to Human Resources, Payroll, Learning & Development, and Administrative Support teams * Serve as an HR expert and advisor to executive leadership on workforce strategy, employee relations, and organizational development * Supervise and support HR team members, fostering a high-performing and service-oriented department * Ensure compliance with all federal, state, and local employment laws and regulations * Lead the development, implementation, and communication of HR policies, procedures, and best practices * Oversee payroll operations to ensure accuracy, timeliness, and compliance * Support and guide Learning & Development initiatives, including training strategy and workforce development * Partner with leadership to address complex employee relations issues and organizational challenges * Utilize HR data and metrics to inform decision-making and improve organizational effectiveness * Oversee and optimize HRIS systems (UKG preferred) and related processes. Required Knowledge, Skills, Abilities & Competencies * Excellent communication skills, both written and verbal * Ability to exercise sound judgment and make critical decisions * Strong knowledge of federal, state, and local employment laws and regulations * Ability to learn and effectively utilize HR software and related technology * Demonstrates initiative and ability to work independently * Strong attention to detail, including follow-through on tasks and projects * Positive team orientation and effective collaboration with colleagues * Strong time management skills with the ability to meet deadlines * Commitment to completing required training within established timelines Minimum Education & Experience * Bachelor’s degree in Human Resources, Business Administration, or related field required * Master’s degree in HR, MBA, or related field preferred * SHRM-SCP or SPHR certification preferred * Minimum of twelve (12) years of progressive Human Resources experience * Minimum of ten (10) years of supervisory experience * Extensive experience applying personnel practices in compliance with federal, state, and local laws, including FLSA, ADA, FMLA, and Title VII * Experience with HRIS systems required; UKG experience strongly preferred Physical Requirements * Ability to perform sedentary work at a computer for extended periods of time. * Ability to occasionally lift and carry up to 50 lbs. Additional Requirements * Must be at least 18 years of age. * Valid driver's license, reliable vehicle for work purposes, acceptable driving record, and proof of auto insurance. * Passing all background and requirements for facility and position; and * The ability to pass the screening required by Federal Human Services Office of Inspector General to assure that person has not been excluded from working in the Health Care Programs which receive federal funding.
