Job Title: Director of Human Resources
Location: Administration
Class Title: Exempt - Non Union
Effective Date: 08/15/25
Salary Range: Commensurate with Experience
Hours per week: Full Time
Job Summary: This position requires an individual with diverse expertise and the ability to work in a collaborative fashion. Oversight of School District Human Resources personnel will be required. Attendance before the School Committee will be on an as-needed basis. The position is responsible for a wide variety of tasks and deadlines and requires extraordinary attention to confidentiality for issues ranging from hiring and terminating staff including exempt and non-exempt employees to managing benefits, Family Medical Leave, disciplinary actions, terminations and union negotiations and maintenance of collective bargaining agreements.. The ability to properly manage and delegate responsibilities is expected.

QUALIFICATIONS:

  • Experience:


    • Three (3) or more years’ experience in a management position; public service preferred.

    • Must possess strong leadership, management, public relations, communication, interpersonal and problem solving skills and have:


      • A proven track record working with a wide array of organizations and individuals.

      • Ability to build consensus among all peers.
      • Ability to articulate the need for change and act as a change agent with staff to create and implement expedient and efficient policies and human resource activity.
      • Ability to provide active leadership.
      • Knowledgeable of mandated requirements in an educational setting in Rhode Island.
      • Education:


        • Bachelor’s Degree from a recognized college or university in human resources’ management degree preferred.

        • High School Diploma or equivalent.
        • Physical Requirements:


          • Walk, climb stairs, bend and lift up to 45lbs.

          • Must be legally authorized to work in the United States
          • Must provide a current national background check without disqualifying results at time of hire.

          Responsibilities
          • Manages Human resource functions of the school district including:


            • Administers health and welfare plans, including enrollments, changes and terminations. Processes required documents through payroll and insurance providers to ensure accurate record-keeping and proper deductions.

            • Oversees procedures and practices for safeguarding and maintaining personnel files.
            • Oversees procedures for employee full life cycle including:


              • Approves employee recruitment initiatives, advertising, job postings, and hiring process.

              • Facilitate and/or participate in Administrative employment interviews.
              • Develops and oversees annual performance evaluations.
              • Researches, prepares and participates in employee disciplinary proceedings.
              • Maintains and improves employee termination procedures.
              • Reviews and ensures annual update and distribution of employee handbook and other annual notices.
              • Review/resolve employee issues pertaining to compensation including benefits and conditions of employment.
              • Supports Finance Department’s annual budget preparation.
              • Oversees district compliance with state and federal Human Resource Laws including but not limited to:


                • Equal employment opportunity laws and regulations.

                • Personnel reporting requirements.
                • Unemployment compensation and workers’ compensation laws and regulations.
                • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment laws.
                • Communicates applicable changes in regulation, policy, procedure to all staff.
                • Provides resource material and guidance to employees regarding requests for accommodation under the ADA
                • Works with the District’s ADA Committee, processes requests and facilitates interactive processes.
                • Maintains and improves district employment forms and annual notices to employees.
                • Verifies employee classifications
                • Oversees maintenance of RIDE required certification of employees
                • Directs and oversees preparation and maintenance of all pertinent employee medical records.
                • Manages health benefits including compliance and reporting under the ACA, administration of plans, administration of coverage, Open enrollment sessions, buyback, audits, and COBRA.
                • Coordinates records regarding absences; vacation, sick personal leave, and other paid and unpaid leaves.
                • Prepares and participates in unemployment and workers’ compensation hearings and appeals.
                • Supports union collective bargaining negotiations by preparing, presenting pertinent documents and options and participating in meetings as a member of the negotiating team.
                • Directs and oversees teacher, paraprofessional and substitute teacher database (Frontline).
                • Directs and oversees employee records maintained in Munis system.
                • Performs other related duties as assigned by the Superintendent.
