This role is pivotal in driving Agency excellence across key HR domains, including strategic leadership, HR administration, talent acquisition, employee life cycle, compensation and benefits management. As a strategic leader this position will uphold the Agency’s mission, vision and values and build collaborative relationships across the system.    A LOOK AT YOUR DUTIES AND RESPONSIBILITIES Strategic Leadership and Administration Responsibilities (Administrative Responsibilities) * Actively promotes, aligns with and embodies the Vision, Mission and Values of the Agency through strategic planning, relationship building and leadership.  * Models an in-depth understanding of ethical behaviour and professional business conduct, ensuring ethical standards throughout the Agency are consistent and aligned with quality improvement standards.  * Leads the HR department by providing oversight and direction regarding talent acquisition, the employee life cycle, employee records management, workforce planning, professional development, organizational design, legal and legislative compliance, and employee engagement.  * Provides HR strategic leadership advice, coaching and support to foster a positive organizational culture, including the determination of pertinent HR metrics and relevant benchmarking to track and identify trends. * Develops, reviews, implements and oversees human resource policies and procedures to ensure compliance with employment law, regulations, strategic goals, licensing and accreditation. * Supports the coordination and maintenance of the quality management system, aligning internal policies with regulatory, licensing and accreditation standards.  * Ensures all relevant memberships, licenses, background checks and certifications are up to date.  * Acts as a subject matter expert working collaboratively to support leaders and managers by providing informed advice on HR related matters that impact the employees and Agency.  * Identifies, interprets and shares relevant laws, best practices, accreditation standards and guidelines set by relevant government and associations related to personnel management. This includes ensuring efficient and effective HR processes are in place to meet compliance requirements.  * Works collaboratively with York Hills legal counsel to ensure HR policies and practices are legally compliant. * Drives continuous improvement of HR processes and systems to enhance operational efficiency, including the development and achievement of short and long-term goals and objectives. * Works collaboratively with the Director of Corporate Services to ensure resource allocation and cost-effective strategies are used within financial parameters to meet operational and service needs.   * Oversees and evaluates the York Hills Group Benefit Plan and Registered Retirement Savings Plan. Partners with insurance brokers and consultants to facilitate annual renewals of the Group Benefit Plans through negotiations that will support employee well-being within financial parameters. * When required, conducts market analysis, to evaluate, implement and maintain salary scales within the Agency, ensuring comparative offerings based on industry and peer organization benchmarks.  * Executes the utilization of HRIS systems/applications with vision, leadership, planning, accuracy, and project coordination within the Agency. * Collaboratively partners with senior leadership to plan, direct and supervise all relevant HR activities related to Quality Assurance, Finance, IT and support communication strategies, as required.  Talent Acquisition and Employee Lifecycle Responsibilities (People Management Responsibilities) * Designs, develops and implements strategic initiatives to support workforce planning, performance management, retention and compensation programs to attract and retain high quality talent.  * Oversees and evaluates the hiring process to ensure the use of best practices in achieving diversity, equity inclusion, fairness and consistency across the agency, including communicating action plans and/or areas for improvement to appropriate Agency leaders. * Drives the Agency’s talent management and professional development programs by identifying and assessing current and future staffing needs to support the overall strategic and operational plans. * Evaluates and provides on-boarding and orientation for all new employees, including ensuring program orientations are standardized and effective to align with Agency values. * Actively provides advice, guidance and navigation regarding employee relations. matters.   * Conducts or where appropriate facilitates the provision of investigations, conflict resolution, disciplinary measures, promotions, performance management, professional development and terminations. * Develops, organizes, implements and executes internal employee training, including partnering with partner organizations. Leads and collaborates with senior leadership to evaluate, revise and create job descriptions across the system, including implementing quality assurance ideologies of document control and revision schedules. * Designs, implements and maintains the Agency’s performance management system, ensuring the alignment of strategic objectives with performance expectations and employee/manager engagement. This includes being a management champion for goal setting, navigation and achievement in a supporting role.   Organizational Responsibilities * Adheres to legislative policies, compliance standards and procedures related to the quality assurance and improvement program. * Upholds and maintains a strong understanding of privacy regulations and client privacy rights (e.g., access to information) in accordance with relevant internal policies, compliance requirements and legislation.  * Collaborates with community partners to enhance multi-service delivery for diverse populations across York Region. * Complies with the Occupational Health and Safety Act to ensure every reasonable precaution is taken to comply with Acts and regulations for the health and safety protection of employees, associates, students and volunteers. * Actively supports the designated internal Health & Safety lead, reviews and develops the Health & Safety manual, complete with relevant and legislatively mandated Health & Safety policies and procedures to ensure a safe and secure working environment. * Provides supervision ensuring alignment with staff roles and responsibilities.  * Manages workload distribution, productivity, and coverage concerns.  * Fosters team engagement, well-being, and retention through effective feedback and professional development initiatives.  * Models inclusive behaviour and communicates the importance of diversity, equity and inclusion in all aspects of the organization.  * Completes regular supervisions, probationary and annual performance appraisals within defined timelines.  * Approves time sheets, authorize vacation requests and monitor attendance. * Recruits and on-boards new hires, including reviewing and revising job descriptions. .  * Approves financial expenditures within established parameters. * Ensures that staff comply with the Occupational Health and Safety Act and its regulations. * Advises staff of any actual or potential health and safety hazards Ensure that staff have the proper tools and equipment to do their jobs safely.  * Communicates organizational and program goals to the team and ensure individual goals are tied to the achievement of broader objectives. * Performs other duties as assigned.   WHAT WE ARE LOOKING FOR: * Completion of a post-secondary degree in a related discipline such as Human Resources Management, Industrial Relations, Organizational Behaviour, Organizational Psychology and/or a combination of relevant education and experience. * A Master’s degree in Industrial Relations or Human Resources Management is considered an asset.    * Minimum of seven (7) years of human resources experience, plus five (5) years of management experience in a medium-to-large non-profit organization, providing guidance and support to senior leadership on strategic and operational objectives in a collaborative manner. * Human Resources Professional Association designation (CHRP| CHRL| CHRE) in good standing or equivalent. * Advanced knowledge of relevant legislation, such as the Ontario Human Rights Code, the Employment Standards Act, Occupational Health and Safety Act and other applicable legislation.  * Excellent interpersonal, verbal and written communication skills, including editing skills with attention to detail.  * Strong expertise in policy development, employee relations, talent acquisition, performance management, job evaluation, conflict resolution, risk management, change management and HR best practice. * Demonstrated experience leading Human Resources through strategic, transformational and transactional change, including communicating to all stakeholders the short and long-term impacts of human resource policies and procedures.  * Experience in Equity, Diversity and Inclusion strategies, processes, trends and innovation. * Exhibits initiative, critical thinking, innovation, and decision-making skills as a subject matter expert.     * Competence in modelling business acumen, professionalism, and maintaining a high level of confidentiality.  * Ability to effectively build trust, rapport and foster collaboration with the Chief Executive Officer, staff, Board of Directors, multidisciplinary teams and external vendors/partners.  * Possess experience with HRIS software and cloud-based applications (e.g., ADP Workforce Now). * Functional technological skills (e.g., Office 365, MS Office, SharePoint, software applications). * Awareness and appreciation for the dynamics of equity issues (diversity, equity and inclusion) especially as it relates to gender, ethnicity, race, and economic status. * Identification with the strategic mission, vision and values of the organization including inclusion, collaboration, people centred, knowledgeable and courageous.    * Must possess a satisfactory Broad Record Check (BRC)   Don’t check all the boxes?
