Description Job Title: Director of Information Services Department: DIS Reports To: Director of Operations FLSA Status: Exempt TS Range: 12/13 ($97,330.25 annually) Opening Date: October 31, 2025 Closing Date: November 14, 2025 SUMMARY: Directs and coordinates development and production activities of the Information Systems department by performing the following duties personally or through subordinate staff. Oversees all aspects of the Tribal Government's computer resources and coordinates internal communications. Systems oversight includes implementation and management of websites, LAN/WANS, and individual PC’s. OVERALL RESPONSIBILITIES include the following six principal areas. 1. Overall Management of Network and Cyber Security Protocols 2. Long-Term Planning of SIT Government Network 3. Budgetary Development 4. Develop and Implement Information Technology Policies and Procedures 5. Supervisory Oversight for Information and Information Technology Staff DUTIES within these areas of responsibility include, but are not limited to, the following: 1. Overall Management of Government Network and Cyber Security Protocols The Director of Information Services will: a) Consult with program managers to determine their computer and network system needs and functional operations, to determine scope and priorities of projects to improve system capacity and equipment acquisitions; b) Continuously monitor the government network and cybersecurity standards for the following: i. Security and privilege standards appropriate for the relevant network elements are current; for example, health care elements meet IHS standards, Police and Emergency Services meet federal NIMS interoperability standards. ii. All server virus protection, blockers, patches, and firewall systems and software are up-to-date with current licenses; iii. Environments are secure as needed with access controls in place; iv. Power battery back-up, surge control elements, and data back-up elements are adequate and maintained; v. Policies and procedures are writte,n and training is provided to department managers and program staff as needed to ensure the integrity of the government network. vi. Evaluate new information security technologies and counter-measures against threats to information or privacy. vii. Develops the access and authorization controls for everyday operations as well as emergency procedures for data. viii. Sets the standards for access controls, audit trails, event reporting, encryption, and integrity controls. 2. Long-Term Planning of Network Elements The Director of Information Services will be responsible for proactively managing the government network. The DIS will be involved in the long-term planning and strategic visioning efforts undertaken by the tribal government. The DIS or the designee will be expected to be part of the planning team(s,) providing input and support into such processes and projects. The goal of DIS involvement is to develop long-term technology plan(s), routine cybersecurity protocols for the government network supporting technology needs. 3. Budgetary Development The DIS will be responsible for developing and managing the budget for the department and advising the program managers in the development of technology/network budgets for their portion of the overall government network. The Director shall a) Develop a budget for the DIS services that is aligned with the needs and the capacity of the Tribe; b) Assist managers to identify budgetary priorities based upon the strategy developed at 1b, above; 4. Develop and Implement Information Technology Policies and Procedures. The DIS is responsible for ensuring that information technology policies, procedures, and cybersecurity standards are up to date and distributed to all Directors, users in an effective manner. 5. Supervisory Oversight for Information and IT Programs. The Department of Information Services is responsible for certain data content as well as data distribution and access. The Director of Information Services shall have responsibility for the supervision and management of the Tribe's publication services, including the production and distribution of the Tribal newsletter and any other publications needed by the Tribe. As Supervisor for all Information and Information Technology Programs, the Director of Information Services shall be responsible for monitoring and evaluating staff performance. RESPONSIBILITIES: In the context of the above duties, the DIS will be responsible for: · Recommends and develops plans for systems development and operations, hardware and software purchases, budget, and staffing. · Integrate processes, understand overall organizational needs, and be able to break down strategic goals for incremental development · Develops, implements, and monitors management information systems policies and controls to ensure data accuracy, security and legal and regulatory compliance. · Negotiates and contracts with consultants, technical personnel, and vendors for services and products. · Provides support to end users in the selection, procurement, usage, and maintenance of software programs and hardware. · Manages computer operation scheduling, backup, storage, and retrieval functions. Develops, maintains, and tests disaster recovery plans. · Reviews reports of computer and peripheral equipment production, malfunction, and maintenance to determine costs and impact, and address problems. · Supervises the productivity of the Tribal Newsletter and other Publications for internal communications. · Coordinates computer training for all staff. QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. INTERPERSONAL SKILLS: Because the responsibilities of the DIS require the cooperation and support of managers across the enterprise and because the DIS will be providing services to the Tribal Community-at-large, it is critical that the incumbent has strong interpersonal skills and works well with others. Customer relations skills will be called upon frequently to successfully achieve the requirements of this position. The successful candidate must be able to work with different divisions, determine the need and be able to offer strategic guidance and consult clientele in assessing and developing of existing or proposed systems. EDUCATION and/or EXPERIENCE: Master's and four years experience in related field and three years supervisory, OR BA and six years experience in related field and three years supervisory of complex IT networks, OR AA and eight years experience in related field and three years supervisory of complex IT networks, OR High School and 10 years in related field and three years supervisory. The following certifications and experience are also preferred: MIP, Microsoft Certification, Microix Information Products (MIP) Certifications, Microsoft Role-Based Certifications or equivalent, CompTIA certifications. The following certifications or equivalent will also be favorable: Cisco Certified Network Administrator (CCNA), Sophos Certifications, Ubiquiti Certifications, 3CX Certifications, VMWare Certifications, Cisco Certified Network Associate, Policy Development, Quality Management, and Project Management experience. CERTIFICATES, LICENSES, REGISTRATIONS: Must have a valid Washington State Driver’s License and be insurable by the Tribe’s carrier. Must successfully pass a WATCH and Tribal Court background check. LANGUAGE SKILLS: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. MATHEMATICAL SKILLS: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute rate, ratio, and percent, and to draw and interpret bar graphs. REASONING ABILITY: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
