MINIMUM QUALIFICATIONS
- A Bachelor’s degree.
- Minimum three (3) years managing, hiring, training, directing, and evaluating professional staff.
REQUIRED QUALIFICATIONS
- Experience with managing a staff.
- Understanding of the landscape of public higher education.
- In-depth knowledge of regulations governing international students and exchange visitors.
- Proficiency in using the Student & Exchange Visitor Information System (SEVIS).
- Excellent communication and interpersonal skills, with the ability to effectively engage with diverse populations.
- Ability to thrive in a fast-paced, entrepreneurial, student-centered organization.
- Proficiency in integrating technology for recruiting and retaining international students.
- Familiarity with Customer Relationship Management (CRM) systems, databases, and social media platforms for recruiting and retaining international students.
- Background in planning and executing strategic plans.
- Previous involvement in establishing and managing international partnerships, contracts, Memorandums of Understanding (MOUs), and agreements.
- Experience managing personnel and working with diverse groups.
- Demonstrated ability to handle complex international crises and situations.
Responsibilities:
Develop and Oversee Student Recruitment / Retention:
- Lead the creation, execution, supervision, and evaluation of international marketing endeavors, encompassing budget allocation, staff assignments and training, production of marketing materials across various media platforms, as well as tracking and assessment procedures.
- Spearhead the development and negotiation of international agreements with educational and corporate entities abroad, fostering opportunities such as internships, student research programs, semester abroad initiatives, and collaborative curriculum development.
- Conduct market surveys and analysis to pinpoint emerging target markets for international student recruitment, emphasizing growth and diversity. Craft and implement an annual marketing and recruitment strategy, ensuring achievement of set targets. Recruitment tactics will encompass collaboration with service agencies overseas, active participation in educational and recruitment expos, and facilitation of articulation agreements with community colleges to facilitate international student transfers.
- Maintain an up-to-date understanding of pertinent business and marketing dynamics, continually gathering and analyzing market data and insights.
- Establish and enforce policies, protocols, and objectives pertinent to marketing, program development, agent relationships, and liaisons with both the University and government bodies.
- Cultivate and sustain a robust global network of contacts, resources, and information to bolster and optimize marketing and associated activities.
- Partner with key stakeholders across the University to develop innovative initiatives that align with the institutional mission, ensuring relevance and impact.
- Coordinate and provide support for the recruitment and retention efforts targeting international students.
International Programs / Study Abroad / Admissions:
- Provide leadership, supervision, and guidance to the international staff, focusing on strategic planning, training, program management and enhancement. Collaborate with the AVP of University Extension in establishing program objectives and standards of accountability.
- Champion global learning initiatives and foster cross-cultural interactions among domestic and international students and faculty members.
- Oversee the International Admissions unit, catering to applicants from abroad and students within the U.S. on student visa status, as well as those with academic records from non-U.S. institutions. Additionally, ensure adherence to University and CSU admissions policies and procedures.
- Offer guidance to faculty members organizing short-term study abroad programs, aiding in grant applications, scholarship opportunities, and the establishment of partnerships with global universities.
- Supervise services provided to visiting scholars and students, ensuring compliance with CSU, state, and federal regulations, including SEVIS requirements.
- Provide leadership and direction to staff members to enhance the recruitment and retention efforts targeting international students.
- Foster cooperation and communication among relevant reporting units, as well as between the division and the University and broader community, with a focus on all facets of internationally related activities.
- Address faculty, staff, and student concerns related to international studies, programs, and services, while overseeing the ongoing development of international student orientation programs and emergency response planning. Establish an assessment framework for all international programs.
- Exercise oversight of the J-Visa Exchange visitor program, ensuring the provision of quality advising and services to visiting scholars and students, while maintaining compliance with U.S. Federal and State Department regulations.
Senior International Officer:
- Serve as an adviser to the AVP of University Extension and other senior management in the area of immigration law and other regulations relevant to non-immigrant students and exchange visitors.
- Promote, coordinate and assist with the management of external relations to international educational organizations business and governments.
- Host and oversee international visitors; this includes arrangements for events and University business.
- Represent and promote University programs and interests in organizations, associations and within the CSU.
Operations Management:
- Manage the day-to-day operations of International Programs, including International Admissions, and Study Abroad.
- Oversee administrative processes, including budgeting, staffing, and resource allocation, to ensure efficient and effective operations.
- Develop and implement organizational policies and procedures to support the delivery of international programs and services.
- Foster a culture of collaboration, innovation, and excellence within International Programs.
- Coordinate with other University departments and stakeholders to ensure alignment of international programs with institutional goals and priorities.
- Monitor and evaluate the performance of International Programs units and implement strategies for continuous improvement.
- Ensure compliance with relevant policies, regulations, and accreditation standards in all aspects of operations management.
