QUALIFICATIONS

  • Bachelor’s or master’s degree in environmental science, natural resource management, or a related field, or equivalent combination of education and experience.
  • Minimum 5 years of senior leadership experience in land and resource management, ideally within an Indigenous community.
  • Strong knowledge of Indigenous rights, title, and land stewardship principles.
  • Familiarity with relevant provincial, federal, and Indigenous legislation and frameworks.
  • Strong leadership skills with experience in managing teams, budgets, and strategic projects.
  • Ability to motivate and inspire a diverse team of staff, volunteers, and community members.
  • Exceptional communication and negotiation skills, both written and verbal, with the ability to effectively engage with community members, Chief and Council, and external stakeholders.
  • Strong organizational skills with the ability to manage multiple projects simultaneously, meet deadlines, and adapt to changing priorities.
  • Willingness and ability to travel for community outreach, workshops, and meetings with stakeholders.
  • Clear Criminal Record Check and Vulnerable Sector Search
  • Valid Class 5 BC Driver’s License, clear Driver’s Abstract, and willingness to travel within Kwadacha

Responsibilities

Reporting to the Executive Director, the Director of Lands and Natural Resources administers interests in Kwadacha land and natural resources in accordance with the Land Code and related agreements for Kwadacha Nation. The Director of Lands and Natural Resources will oversee and lead the day-to-day management of the Lands and Natural Resources department, including the Guardians program, and act as liaison between the Nation and Kwadacha Natural Resources LP.

  • Develop and execute a comprehensive Kwadacha Nation Land Code, ensuring ongoing compliance with applicable federal, provincial, and Indigenous laws, policies and agreements.
  • Create, review, and enforce policies related to land use, mining, forestry, wildlife, water resources, and environmental conservation.
  • Oversee departmental operations, including budgeting, funding and government referrals.
  • Provide oversight and guidance to the Land Guardians’ team to ensure effective delivery of policies, programs and services.
  • Act as a liaison with community members, land guardians, and leadership to ensure land and resource management reflects traditional knowledge and cultural values.
  • Manage various legal documents related to Kwadacha Nation lands, such as land lease agreements, subleases, permits, rights of way, additions to Reserve proposals, allotments, transfers, etc.
  • Monitor compliance with contractual terms, including construction, environmental requirements, rent collection, default, and lease cancellations.
  • Offer guidance and information on the process for registering leases or permits on Reserve lands.
  • Supervise and assist with registrations in the First Nations Lands Registry System and conduct Land Registry searches for membership and clients.
  • Advocate for the community’s rights and interests in land-use planning and resource management.
  • Maintain communication with lessees, Band membership regarding land and land use matters, and engage with trustees, executors, and solicitors on land disposition issues.
  • Conduct research, verification, and compilation of land status reports on Reserve lands for distribution to Natural Resources Canada, land surveyors, members, clients, and interested parties.
  • Leverage opportunities for partnerships that align with the community’s vision and priorities.
  • Provide information to the Executive Director, Chief & Council, and other stakeholders regarding land and land use matters.
  • Develop and implement new processes or procedures that will help improve efficiency, reduce costs, or otherwise streamline the flow of support to the Nation.
  • Other duties and responsibilities as assigned.
