Title: DIRECTOR OF NON-LICENSED DAY PROGRAMS General Statement of Function: The Director of Non-Licensed Day Programs is responsible for developing, implementing, and evaluating all non-licensed day programs, including the Explore and Creative Arts programs. This role provides programmatic leadership and input for strategic planning processes and oversight of program budgets. The Director of Non-Licensed Day Programs directly supervises program managers and staff, ensuring the delivery of high-quality services that meet the needs and goals of participants. Strategic Leadership and Program Development * Develop and implement a comprehensive strategic plan for Explore and Creative Arts, ensuring alignment with OPARC's mission, goals, and agency’s overarching Strategic Plan. * Develop and refine systems that ensure an efficient flow of processing referrals and conducting intakes. Identify growth milestones where additional infrastructure is needed to prevent bottlenecks, waitlists, and inability to accept new referrals. * Collaborate with the Chief Programs Officer and Assistant Chief Program Officer to align programs with broader organizational strategies. * Stay current on industry trends and incorporate innovative practices. Operational Oversight and Risk Management * Develop and provide high-level oversight to day-to-day operations. Oversee the implementation of comprehensive person-centered day programs that enhance participants' skills, independence, and community integration. Ensure programs are tailored to meet the individual needs and preferences of participants, as outlined in their Person-Centered Plans. * Oversee the development and implementation of curricula for the Explore and Creative Arts programs, including community integration, employment exploration, and artistic expression. * Ensure programming options are optimized to facilitate exposure and opportunities to all people supported. * Oversee fleet/transportation safety management, ensuring alignment with participant needs and safety standards. * Implement and monitor risk management strategies, including incident reporting and resolution, grievance reconciliation, and IDT (Interdisciplinary Team) participation for complex cases. Staff Management and Development * Supervise Program Managers, Secretary and Receptionist providing guidance and support to ensure effective program delivery. * Promote a culture of professional development, ensuring staff are well-trained in areas such as positive behavior support, person-centered practices, community integration, creative arts, assistive technologies and communication strategies to support participants with diverse needs, communications skills, conflict resolution, and compliance. * Ensure standards and administer accountability as warranted. * Oversee that case management processes are followed, person-centered, and timely. Financial Oversight and Compliance * Manage program budgets, ensuring fiscal sustainability and alignment with organizational priorities. * Provide high-level oversight of billing processes ensuring accuracy, timeliness, and regulatory compliance. * Ensure Program Managers are trained in progressive discipline protocols, documentation expectations, and wage and hour compliance. * Ensure compliance with all regulatory bodies, including Wage and Hour, CARF, DOR, DDS, DOL, FLSA, and OSHA. Outcome Measurement and Quality Assurance * Develop and implement systems for measuring program outcomes, and key performance indicators (KPIs), including participant satisfaction, goal achievement metrics and overall program impact. Held accountable for programs’ implementation and achievement of desired outcomes and/or revisions to the plan. * Encourage various stakeholder surveys or focus groups to gather feedback of programs’ effectiveness. Implement continuous quality improvement processes to enhance program delivery and outcomes. * Analyze data to assess program impact, drive improvements (placements made, job retention, wages earned, etc.) and provide annual summary report of outcomes to stakeholders. Stakeholder and Community Engagement * Represent OPARC in the community, at conferences, and at funding agency meetings to promote awareness and support, and to create opportunities for participants to engage in community activities and employment. * Develop strategic partnerships with employers, funders, and community stakeholders. * Oversee the development of Individual Service Plans (ISPs) and Person-Centered Plans (PCPs) in collaboration with participants, their families, and support teams. Advocate for inclusive employment practices and participant rights and ensure their voices are heard in program planning and decision-making processes. Qualifications * A bachelor’s degree and a minimum of 18 months of experience in the management of a human services delivery system or; * Minimum of 3 years managerial experience in programs for individuals with disabilities. * Strong knowledge of CARF standards, DOR, DDS, Regional Center and FLSA regulations. * Proven ability to manage complex programs, staff teams, and budgets. * Excellent communication, leadership, and organizational skills. * Ability to travel and attend off-site meetings. Location: OPARC - Montclair, California Reports To: Chief Programs Officer (CPO) Schedule: Monday thru Friday. This is an exempt position, and flexible and/or additional hours/days will be required.
