The Maryland Department of General Services (DGS) is seeking a strategic leader to oversee facilities operations across its statewide building portfolio. This role provides high-level direction to the CMMS Program Manager and the OFM Regional Superintendents, ensuring buildings remain safe, functional, and well-maintained. As a key member of the senior leadership team, the position drives the development of strategic plans, operating procedures, and performance goals to improve efficiency and service delivery. It also coordinates closely with the DGS Office of Design, Construction, and Energy on maintenance and capital projects, offering expert technical guidance on building systems and infrastructure. The role includes responsibility for budget planning, resource allocation, and workforce development.
The Director of Operations will be expected to foster collaboration, streamline processes, and ensure accountability. This position is also responsible for establishing and monitoring key performance indicators (KPIs) to assess and enhance operational performance, ensuring compliance with internal and external standards, and driving continuous improvement initiatives in support of the agency’s mission to deliver efficient, cost-effective, and high-quality facilities management services.
DESIRED / PREFERRED QUALIFICATIONS
· At least five (5) years of progressive experience as a senior manager within commercial or government office building management, operations, and maintenance, to include experience managing large teams, personnel, and complex facilities portfolios.
· At least five (5) years of professional experience performing or overseeing maintenance on building mechanical systems (such as, but not limited to, HVAC, electrical, plumbing, etc.).
· At least two (2) years of experience developing strategic plans and standard operating procedures.
· Bachelor’s degree from an accredited college or university in Facilities Management, Engineering, Business Administration, or a related field of study is preferred.
· Strong knowledge of building systems (HVAC, electrical, plumbing, fire/life safety).
· Proven experience managing maintenance operations, capital projects, and vendor contracts.
· Ability to communicate effectively with and present to executives, staff, a variety of customers, and vendor representatives.
