Full-Time | Year-Round | Based in Charlottetown, PEI (with regional travel)
A leading organization in the passenger transportation industry is seeking an experienced Director of People & Culture to join its team. This is a full-time, year-round position based primarily in Charlottetown, PEI, with occasional travel to operational sites across PEI, Nova Scotia, and New Brunswick.
Position Overview
Reporting to the Vice President of Administration, the Director of People & Culture will lead all human resources functions, including recruitment, onboarding, training and development, benefits administration, and labour relations. This position plays a critical leadership role in ensuring a compliant, inclusive, and engaged workplace.
The Director will manage the full scope of labour relations with seven trade unions, overseeing negotiations, collective agreement administration, and workplace investigations. This role also works closely with the Finance team to support payroll, benefits, and pension plan administration. As a key member of the senior management team, the Director contributes to strategic planning and corporate success.
Key Responsibilities
- Lead the People & Culture team and support senior management across all areas of HR.
- Foster a positive, safe, inclusive, and respectful working environment.
- Manage all aspects of labour relations:
- Administration and interpretation of seven collective agreements
- Grievance resolution, arbitration processes, and workplace investigations
- Compliance with the Canada Labour Code and Human Rights Code
- Collaborate with Finance to administer group benefits, EFAP, and pension plans.
- Guide and support the recruitment, vetting, and onboarding of all employees, including excluded staff.
- Monitor and analyze industry compensation and recruitment trends to support talent attraction and retention.
- Coordinate training and development programs, including marine industry certifications and leadership development.
- Develop, implement, and maintain HR policies and procedures, with a focus on Equity, Diversity, and Inclusion (EDI).
- Manage performance agreements and reviews for excluded staff.
- Oversee disability claims, accommodation, and return-to-work plans in partnership with safety personnel.
- Ensure compliance with all HR-related regulatory reporting, including WCB, employment equity, and marine personnel regulations.
- Advise managers on performance issues, team development, coaching, conflict resolution, and disciplinary actions.
- Assist in mediating internal workplace conflicts, as needed.
Qualifications
- Post-secondary degree in Human Resources, Business Administration, or a related field.
- CPHR designation strongly preferred.
- Minimum 5+ years of progressive HR leadership experience, preferably in a unionized environment.
- Proven experience with labour relations, including collective bargaining and grievance management.
- Strong knowledge of Canada Labour Code, human rights legislation, and related workplace laws.
- Demonstrated leadership in implementing Equity, Diversity, and Inclusion initiatives.
- Exceptional communication and interpersonal skills.
- High level of discretion, confidentiality, and professionalism.
- Strong organizational, analytical, and decision-making abilities.
Additional Requirements
- Ability to work a flexible schedule, including evenings and weekends when required.
- Willingness to travel to locations across the Maritime provinces.
- Experience in the transportation or public-sector environment is considered an asset.
Compensation
- Starting salary range: $100,000 – $140,000, commensurate with experience, education, and internal equity.
