  The Director of Permanent Supportive Housing will lead strategic planning, trauma-informed practices, and the enhancement of supportive services for women, gender-diverse individuals, survivors of domestic violence experiencing homelessness, and older adults.    This role oversees DWC’s Aging in Place program, 24-hour services across Permanent Supportive Housing sites in Skid Row, North Hollywood, and Van Nuys, as well as the expansion of DWC’s housing initiatives.  The ideal candidate is a dynamic, experienced leader who fosters leadership in others and cultivates a strengths-based, inclusive culture. They bring deep expertise in housing best practices and champion evidence-based approaches such as Trauma-Informed Care, Housing First, Harm Reduction, and other strategies that support tenants in maintaining stable housing.    Reporting directly to the Deputy Housing Program Officer, the Director will manage a team of professionals, providing guidance, mentorship, and subject matter expertise across all onsite housing programs.    Essential Functions  * Provide strength-based supervision, guidance, and support to a team of leaders delivering services across Los Angeles.  * Oversee day-to-day departmental operations as a key member of the organization’s leadership team.  * Manage administration of government and privately funded housing program contracts and subcontracts, including fee-for-service billing and financial assistance resources.  * Enhance coordination of policies, procedures, and services across all Permanent Supportive Housing programs.  * Lead Aging in Place initiatives and multidisciplinary service teams.  * Develop and integrate new programs while meeting organizational and grant objectives.  * Oversee landlord engagement for housing expansion programs.  * Ensure quality assurance and program evaluation to maintain effectiveness, efficiency, and alignment with DWC’s vision and culture.  * Participate in strategic planning committees and safety taskforce initiatives.  * Conduct and participate in training and meetings.  * Provide weekly individual and/or group supervision and participate in clinical supervision.  * Ensure comprehensive onboarding, training, and ongoing professional development for staff.  * Promote housing retention and oversee eviction review processes.  * Implement and guide best practices in homeless service delivery, including Housing First, Harm Reduction, Critical Time Intervention, and Trauma- and Resiliency-Informed Care.  * Build and maintain relationships with stakeholders; represent DWC at community meetings, events, and conferences.  * Manage departmental budget and participate in budget development with ongoing reporting.  * Provide regular reports to the Deputy Housing Program Officer and additional reports as assigned.  * Ensure compliance with local, state, and federal confidentiality laws and regulations.  * Support agency operations across multiple DWC sites, which may require traveling to or walking through the communities surrounding our program locations to access facilities, deliver materials, or meet with staff.  * Perform other duties as assigned to support the organization’s mission.    Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.    Competencies   * Excellent Written and Verbal Communication   * Relationship Management   * Program, Budget, and Contract Management   * Supervisory Experience and Team Building   * Crisis Management, Problem Solving, and Strategic Thinking  * Resiliency and Adaptability  * Trauma-Informed Care  * Ability to Develop and Motivate Others  * Shared Leadership  * Collaboration and Communication    Supervisory Responsibility   This position carries supervisory responsibilities and oversees a department that operates 24-hour programs. It provides direct supervision to a team of professional staff—including managers, case managers, occupational therapist, and a registered nurse—across multiple sites.    Work Environment  This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.     Physical Demands  The role requires crisis intervention, which may involve the ability to quickly move from an office to another location to help resolve the matter. While performing the duties of this job, the employee is regularly required to talk and hear. Specific vision abilities required by this job include close vision and ability to adjust focus.    The physical demands described here are representative of those required to successfully perform the essential functions of this position:  * Ability to walk moderate distances between DWC sites or within the surrounding community.  * Prolonged periods of sitting at a desk and working on a computer.  * Occasional standing, bending, or reaching for files and office supplies.  * Ability to lift up to 15 lbs. Days and hours of work are Monday-Friday from 8:00 a.m.-5:00 p.m, however, based on the needs of the program some evening or weekend hours may be required. This role is required to be on-call during holidays as scheduled.    Note: The Permanent Supportive Housing department operates 24 hour programs.      Travel   Regular travel throughout Los Angeles County is required in this position.       Work Location  Expectation to work either in the field or the office five days per week, with some remote days possible as needed. Must be able to work on-site as scheduled for in-person meetings and training.       Required Education and Experience   * B.A. in a social service-related field or master’s level education in a mental health field (Social Work, Marriage and Family Therapy, Psychology) preferred. Supervisory experience required, 2-5 years preferred   * Program, contract and budget management preferred   * Experience with government contracts required   * Experience working with homeless women, mental health, substance use, domestic violence, veterans, or frequent utilizers of hospital services preferred   * Experience with housing subsidy programs preferred   * Experience with HMIS data entry and quality assurance reports preferred   * Fluency in English and Spanish preferred   * Candidates with lived experience are strongly encouraged to apply     Required Knowledge/Skills/Position Qualifications  * Supervisory experience required  * Program, contract and budget management required     * Crisis intervention/de-escalation experience, and familiarity and comfort working with issues related to homelessness, substance abuse, mental health diagnoses, and the impact of trauma required      * Excellent active listening and crisis intervention skills with ability to exercise and model good judgment    * Experience working with homeless adults and strong knowledge of the complexity of poverty and understanding of issues related to women’s homelessness  * Familiarity with evidence-based practices (Trauma-Informed Care, Harm Reduction, Motivational Interviewing) required     * Experience utilizing data collection tools to track program progress     * Strong interpersonal, written and oral communication skills; demonstrated ability to communicate with diverse audiences and collaborate with a diverse group of staff, interns and volunteers  * Ability to manage multiple tasks and priorities, including proficiency in balancing direct service responsibilities with data management responsibilities     * Strong administrative skills and proficiency in Microsoft Office Suite (Word, Excel, Outlook) required     * Oral and written fluency in English required; Spanish a plus      * Demonstrated success in working as a member of a multidisciplinary team and developing effective working relationships with staff, community-based organizations, county facilities and residents.  * HMIS and CHAMP experience and/or knowledge of data collection tools to track client progress preferred.     * Must be a CA resident and live at least 80 miles from the office and must be available for in-person meetings at the DWC offices.      * Must provide documentation of a negative TB test result within the last twelve months, on first day of hire.    Pay Range  $104,000/yearly    Work Authorization  Being authorized to work in the U.S. is a precondition of employment.
