FUNCTIONS

  • Responsible for member marketing of the Credit Union and knowledge of all services offered to a degree that will enable answering questions or referring members for specific services.
  • Lead and manage the Credit Union’s PMO and Application Development teams to ensure alignment with organizational strategy.
  • Direct the planning and execution of enterprise projects from intake through delivery, with accountability for meeting timelines, staying within budget, and achieving defined quality standards. Track and report progress using KPIs and contribute to OKRs aligned with organizational goals.
  • Oversee the design, development, implementation, and support of custom and third-party applications integrated with the Member Accounting Core.
  • Manage the delivery lifecycle including business analysis, functional design, quality assurance, and deployment processes across all projects and systems.
  • Define and enforce project management standards, tools, templates, and best practices that support measurable performance. Establish clear accountability for timelines, quality benchmarks, and resource utilization across all initiatives.
  • Act as a liaison between business leaders, IT teams, vendors, and stakeholders to align project goals and application functionality with business needs.
  • Review and report on portfolio health, project status, and risk mitigation strategies to executive leadership.
  • Supervise the application team responsible for daily support, enhancement, and integration of the Member Accounting Core and other mission-critical systems.
  • Ensure application performance, scalability, and maintainability through sound design and architecture practices.
  • Lead disaster recovery planning, testing, and documentation in coordination with security and infrastructure teams.
  • Participate in evaluation and selection of third-party software and services and manage vendor relationships related to application platforms and project delivery.
  • Implement and monitor quality assurance procedures with measurable benchmarks for defect rates, user satisfaction, and testing success rates. Align QA metrics with organizational KPIs and continuous improvement goals.
  • Drive adoption of Agile, hybrid, or traditional methodologies appropriate to the nature of each project or product.
  • Collaborate with internal stakeholders to support user training, change management, and communication around project and application-related changes.
  • Ensure security and compliance best practices are applied in all project and application environments.
  • Assist the CIO in developing a budget for the Information Services Department and providing updates as required.
  • Foster a coaching culture within the PMO, guiding teams to build internal capability and adapt frameworks through hands-on learning and iterative practice.
  • Assist the CIO in developing long-term strategic direction for the Credit Union in the area of Information Services, Information Technology, Capacity, and product acquisition.
  • Recommend policies and procedures to assist the Credit Union in meeting its goals and objectives to the CIO.
  • Provide the CIO with reports regarding progress made and results achieved in all areas of responsibility.
  • Perform other duties as assigned by the CIO.

REQUIRED SKILLS/ABILITIES

  • Proven ability to lead enterprise-wide initiatives, aligning PMO and delivery functions with organizational strategy and member-centric goals.
  • Deep knowledge of portfolio governance, prioritization, budgeting, and execution oversight across complex, cross-functional projects.
  • Experience managing the full application lifecycle, including in-house and third-party development, testing, deployment, and ongoing support.
  • Strong leadership, communication and interpersonal skills with a track record of leading through influence and building consensus with executive stakeholders, business units, and technology teams.
