Our Heartbeat Christian values permeate throughout the organization.   A successful candidate will have the following: FH is seeking an experienced Director of Program Quality and Development (DPQD) for our Philippines office to lead the design, development and delivery of high quality, innovative programs that deliver catalytic solutions so that children, families and communities can flourish.   The position ensures that programs are designed in accordance with the country strategy and is responsible for ensuring the quality of programs and providing technical capacity building to areas of implementation. The DPQD ensures sufficient resources for existing and new programs by securing funding from sponsorship, private partnership, bilateral and multilateral sources, as well as satisfying their reporting requirements.   The DPQD will directly report to the Country Director and serve as a member of the Senior Leadership Team (SLT). As an SLT member, s/he provides overall leadership, coaching, and mentorship to program team, technical specialists. partnerships and development team and sponsorships team for their continuous growth and development.   The qualified DPQD will have 10 years of relevant experience in program/project development and implementation. Additionally, the top candidate will have a bachelor’s degree in social work, education, nutrition, health sciences, social science, agriculture, community development or other related fields required; master’s degree is preferred or equivalent combination of education & experience, and: * A vibrant personal relationship with Jesus Christ, a Christian commitment to serving the poor, and in full agreement with FH’s Christian beliefs * Experience in grant acquisition, establishing successful donor and stakeholder cultivation and engagement strategies * Experience working with United States donor agencies (highly desirable) * Background with fundraising and partnerships with corporate and/or individual donors (desirable) * Experience in developing proposals in Productive Learning, Asset Creation, Mental and Physical Well-being, Sponsorship and DRR * Experience using international development and human rights advocacy (desirable) * Experience working with INGOs, preferably with development and/or relief organizations; * Proven field experience in at least one Asian country or equivalent environment * Solid experience in managing teams * Ability to interact positively with all levels of the organization and across organizational and cultural boundaries * Medical fitness to live and travel in rural and urban areas with extreme conditions and limited medical support.   What you’ll do… As the Director of Program Quality and Deelopment, some of the responsibilities will be (not a complete description of responsibilities): * Lead the development and execution of the Country Program Strategy and ensure alignment of new program model implementation by supervising and working with Technical Leads (TL), Coordinators and Area Program Managers (APMs) in ensuring quality program design, implementation, and management that meets global and local standards and context * Ensure delivery of promise by monitoring progress against targets, timelines, and budget, and work with the program team to address gaps during the implementation cycle resulting in transformational impact in the communities * Develop and manage country program budget and approve expenditures in line with the assigned level of authority, and ensure appropriate standards of stewardship, accountability, and compliance to organization financial policies and procedures in implementing programs * Support regular and systematic rhythm of program monitoring and evaluation, learning, and adaptation to ensure evidence-based decision-making in planning, re/design, and implementation * Ensure donor and partner accountability through timely and quality communication and reports by preparing, and/or working with other units in completing reporting/ communication pieces as required; and project reviews and close-outs. * Work closely with the GSC Units and Program Support Units, i.e. Finance, Human Resources, Resource Development, and Admin & Procurement * Ensure proper planning and implementation of an effective and efficient implementation of Sponsorship of the Future * Provide guidance and support to the Sponsorship team to ensure quality standards are maintained as per donor requirements and timelines, and are consistent with the local communities’ context * Provide oversight to the production and maintenance of sponsor/donor communication pieces, as well as partner/donor/visitor field visits, and leverage opportunities to facilitate a deeper understanding of, and appreciation for the work on the ground * Network with other INGOs and National NGOs for learning best practices from others, as well as for exploring & preparing for any future potential partnership; In coordination with Global Service Center Public Resource Development unit, look for appropriate funding opportunity for the country which supports the country strategy * Guide the Business Development Manager in developing and implementing a resource mobilization strategy with a long-term growth plan and resource plan (sponsorship, non-sponsorship private fund, grants, etc.) * Initiate and lead the development of concept notes, project proposals, project/program designs, budget with the support of the relevant GSC and other internal/ external stakeholders * Coordinate and oversee partner/donor/visitors’ field visit to facilitate their understanding and appreciation of the work on the ground * Develop and empower technical program staff, partnerships and development team and sponsorship team to work efficiently and grow in their skills by meeting regularly to discuss/monitor development plans and individual goals * Provide leadership, coaching, and timely completion of staff reviews * In coordination with HR team develop and lead the training (seminars, conferences, online learning opportunities) process on program manuals, policies, procedures, and tools; * Manage and maintain all FH policies and procedures in the Program Department. * Communicate with appropriate individuals to enhance and promote Safeguarding integration into program design and program operations and ensure adequate capacity building for team members and partners on safeguarding, providing additional support and resources, including risk mitigation, as needed * Champion promoting FH culture, mindsets, and behaviors in all interactions, serving as a role model What you’ll get… Along with competitive pay, FH offers insurance - health, life;
