Position Summary: The Director of Programs provides strategic, operational, and managerial leadership for several key All Chicago initiatives. This role oversees program implementation, contract and performance management, and cross-agency coordination aligned with Chicago’s efforts to prevent and end homelessness. The Director supervises approximately 15 staff, including at least two direct reports, and may take on additional priority projects as organizational needs evolve. Current program oversight includes: Chicago Rents Employment and Income Programs Specific Responsibilities: Program Management Develop and maintain program manuals and operational guidelines for subcontractor and staff clarity. Provide strategic leadership for the oversight of the teams, including establishing and/or reviewing processes, workflows, program goals, and establishment of work plan that will set goals, timelines and expectations. Implement an Active Contract Management approach to working with subcontracted partners, including using data and collaborating with partners to make programmatic improvements. Work closely with the Data and Performance and Homeless Management Information System teams to refine workflow and design reports, including the operations of subcontracted partners and incorporating continuous quality improvement processes into the work. Ensure successful accomplishment of program goals and refinements/revisions directly and through supervision/direction of team members. Maintain an understanding of best practices and ensure data collection processes help evaluate program effectiveness. Work across departments to enter into and oversee contracts with partner agencies, including performance evaluation, compliance and monitoring. Provide oversight for subcontracted partners, working closely with All Chicago staff to monitor grant spend down, accomplishment of deliverables, and accurate and complete data entry. Facilitate collaborative planning and activities across All Chicago staff and contracted partners. Ensure all funder required data and reporting is submitted in a timely manner. Design opportunities to incorporate voices of people with lived experience into the development and refinement of program design, processes and workflows. Communications Facilitate, prepare agendas for, and participate in meetings with partner agencies and funders. Act as an ambassador for All Chicago in all settings, demonstrating a commitment to the organizational mission, Emergency Fund programming and Chicago Continuum of Care system priorities. Contribute to cross-country information sharing and best practices throughout the initiative. Respond to and address the concerns of various stakeholders in a professional and timely manner, including service providers, staff, government officials, People with Lived Experience of homelessness, and other community members. Administration and Other Activities Work closely with the Executive Team to oversee the development and implementation of the All Chicago strategic plan objectives and ensure they are in alignment with the organization and direct reports’ workplans. Lead, mentor, and supervise assigned staff and interns. Conduct supervision sessions with direct reports, prepare three-month probationary evaluation reports for new hires and twelve-month performance evaluations for all direct reports. Develop and manage a high performing project team, ensuring succession plans are in place. Write position descriptions and lead the hiring, and if necessary, conduct disciplinary and other personnel actions in accord with personnel policies, for all direct reports. Serve as an agency leader and liaison with other departments. Communicate effectively with supervisors, peers, and partners in written, oral and in-person communication in both groups and at public events. Think creatively in the development, design, and creation of new applications, ideas, relationships, systems, and support. Actively participates in department, committee, and staff meetings. Assists with All Chicago events and other activities as assigned. Other duties as assigned. Requirements Successful candidates will demonstrate commitment to preventing and ending homelessness in Chicago and will have the following: Bachelor’s degree in Social Work, Psychology, Social Justice or another related field is required. Master’s degree in one of these fields preferred. An equivalent combination of education and experience will also be considered. A minimum of 10 years of experience in the field of social services or related experience, with increasing levels of authority and responsibility. Excellent professional writing and verbal communications skills. Exceptional work ethic and integrity. Goal-oriented and results-driven. Demonstrated experience running direct-service programs strongly preferred Solid knowledge of the Chicago CoC and homelessness strongly preferred. Solid interpersonal skills, professional presence, and ability to interact with a diverse audience. Track record of being self-motivated with the ability to prioritize, meet deadlines and manage changing priorities in a fast-paced environment is strongly preferred Proven project management skills required. Proven management skills with the ability to motivate, stimulate and inspire teams to maximize their efforts in productivity and quality. Excellent organizational and leadership skills. Good working knowledge/skills with Microsoft Office Suite of products including, but not limited to, Word, PowerPoint, Excel required.
