ABOUT THE ROLE

The City of St. Charles, Missouri is seeking an experienced and visionary Director of Public Works to lead its Public Works Department. Reporting to the Assistant City Administrator, this executive-level position is responsible for planning, directing, and managing critical municipal services that shape the daily life of residents and businesses, including:

  • Transportation systems
  • Stormwater management
  • Water treatment and distribution
  • Transit services
  • Snow removal and beautification
  • Fleet maintenance
  • Facility operations

This is a unique opportunity to help shape the future of a thriving community of 72,000 residents by leading a team of 100 employees with an annual operating budget of $52 million.

KEY RESPONSIBILITIES

  • Provide strategic leadership across the department’s operating divisions: Streets, Utilities, Facilities Maintenance, Wastewater, Fleet, and Stormwater.
  • Develop and manage the department’s budget, capital improvement projects, and long-range infrastructure planning.
  • Oversee construction and maintenance operations, ensuring regulatory compliance and fiscal responsibility.
  • Coordinate with the Engineering Department, developers, architects, and outside agencies on major projects.
  • Serve as the City’s representative for public works matters with City Council, boards, committees, and the public.
  • Approve bids, negotiate service contracts, and monitor project progress.
  • Lead staff development, succession planning, and union contract negotiations.
  • Foster a positive, accountable workplace culture through open communication, teamwork, and employee engagement.
