Responsible to: Chief Executive
Responsible for: Corporate Resources Directorate
Location: Association Headquarters, Carmarthen
Job purpose: To be responsible for the direction, development and strategic leadership of Bro Myrddin’s Finance & Treasury, Technology & Insights, People & Culture and Governance operations. Ensure the effective implementation of systems to secure regulatory and legal compliance. To be a member of the Executive Management Team (EMT) and contribute to the development of the Association’s strategy.
This job description reflects the present requirements of the post and should not be seen as an exhaustive list of responsibilities. Duties and responsibilities may develop and change following reviews and consultations with the Chief Executive.
Key roles:

Executive Leadership

  • Working with the Board, Chief Executive and Executive Management Team to shape, develop and manage delivery of robust corporate, strategic and financial business plans ensuring the meeting of priorities, objectives and targets.
  • Be an internal and external advocate of Bro Myrddin’s Vision, Values, Culture and Behaviours.
  • Keep up to date with all legal and regulatory requirements and develop appropriate mechanisms to address and lead on all areas relating to your areas of responsibility including as the Associations named Principal Finance Officer.

Finance & Treasury

  • Lead on the delivery of BMHA’s strategic and annual financial plans, ensuring viability is regularly tested through scenario modelling and stress tests and maintaining robust models for appraising development opportunities.
  • Lead on the Association’s Treasury Management strategy, policy and procedures to ensure availability and flexibility of funding to achieve objectives and reduce exposure to risk.
  • Lead on maintaining effective systems of financial control (including Financial Regulations) that safeguards the Association, its assets and its people.
  • Lead on maintaining, growing and liaising with key financial stakeholders such as Welsh Government, Lenders and external advisors.
  • Deliver the annual budget, monthly management accounts, statutory accounts, Annual Report and financial forecasts of the Association.
  • To support the finance function of the Association in the delivery of its service including, but not exclusive to, Rent Accounting, Service Charges, Financial Transactions, Budget Management, Insurance, cashflow etc.

Technology & Insights

  • To be responsible for the Association’s IT environment (infrastructure, systems, software, hardware, telephony etc) ensuring they are supported by appropriate Strategies, policies and procedures that support the workforce yet maintains cyber and data security at its core
  • To be responsible for the management and development of the Association’s data/insights offering including performance management, data quality assurance and business support systems, ensuring timely production of key performance information and sector insight.
  • To support the Association’s Technology and Business Insights function in the delivery of its service including, but not exclusive to, cybersecurity, infrastructure, software, hardware, business support, data/insights, procurement and Data Protection.

People & Culture

  • Lead on effective People focused Strategies, Policies and Procedures that supports the Association’s Vision, Values and Behaviours and embrace best practice in recruitment, selection, retention, staff investment and performance management.
  • Ensure high-quality advice and guidance is available in respect of the Association’s employment legal requirements and best practice in the workplace (seeking advice and support from professionals as required).
  • To be responsible for the Associations pensions, payroll and staff benefits provision.
  • To be responsible for the Associations staff investment objective including proactive training and development plans and that continuous improvement ethos is integral throughout.
  • To be responsible for the Association’s safe working environment for staff and others who visit its sites and offices and ensure all staff are trained in the principles of Health & Safety, and appropriate reporting systems are in place including Accident Records, reporting under RIDDOR, liaison with insurers etc.
  • To support the Association’s HR function, in the delivery of its service including, but not exclusive to recruitment, L&D, staff wellbeing and support, staff and visitors health and safety, coordination of leave, policy communication and implementation.

Governance

  • Lead on the development of and maintain risk management strategies and registers, audit frameworks, procedures and appraisal systems for capital projects and all other significant areas of risk to the Association.
  • To ensure that all corporate governance, statutory and legal obligations are met
  • Ensure the Association’s corporate governance is of a high standard and complies with legislation and regulatory guidance.
  • Ensure correct insurances are in place.
  • To support the Association’s Governance function, in the delivery of its service including, but not exclusive to, Board/Exec support, Business Planning, Internal Audit, Risk Assurance, Community/Resident Funds, Data/Information submissions and Regulatory Returns.
