Job Details Job Location: KT-Knoxville Area Command - Knoxville, TN 37917 Position Type: Full Time Regular Education Level: Bachelor's Degree Job Category: Social Services Schedule/Hours: Full-time This position is responsible for: Plans, directs, coordinates, supervises, and monitors the administration of all social service programs within the department including but not limited to crisis intervention counseling, transitional living accommodations, emergency services as well as financial, food, clothing, and furniture assistance; supervises all department staff and ensure work is in compliance with established policies and procedures; develops, implements, and enhances programs to effectively meet the needs of the community; administers the department budget and secures funding for programs; writes grants proposals and ensures program operations are in compliance with contract agreements; serves as leader in the community by performing public speaking and promoting program services. Key Responsibilities: Designs and supervises the administration of all social service programs to include emergency shelters, soup kitchen, food pantry, rapid rehousing, street outreach, EWE shelter, etc.; develops, implements, and enforces program policies and procedures; evaluates program effectiveness and develops enhancements to improve overall operations and delivery of services. Supervises, plans, assigns, coordinates and monitors the work of all staff working for the Social Services Department; instructs and trains staff in the proper methods and procedures; monitors work in progress and upon completion to ensure compliance with established policies and procedures; conducts performance evaluations and provides hiring/firing and salary recommendations. Administers the HUD programs and all other rent and utility assistance programs; ensures program operations are in compliance with established policies and procedures. Physical Requirements and Working Conditions: Ability to meet attendance requirements. Ability to read, write, and communicate in the English language. Ability to read and comprehend legal terminology to determine compliance. Ability to perform public speaking. Ability to calculate figures and analyze mathematical computations with accuracy. Work requires the ability to lift and carry and/or push/pull light (25 lbs.) materials, supplies, and equipment. Mobility: duties are usually performed by combinations of sitting, standing, and walking on a frequent change basis. Work is performed in a typical office environment where there are little or no physical discomforts associated with changes in weather or discomforts with noise, dust, dirt, and the like.
