POSITION SUMMARY:

To provide district leadership and facilitate the implementation of the individuals with Disabilities Act (IDEA), for students age 3 through 21 and serve as the district 504 coordinator for students with disabilities.

QUALIFICATIONS:

Responsibilities
  • Coordinate the functions and activities of the special education curriculum and instruction design and delivery systems.
  • Provide leadership and expertise in assessing, identifying, formulating, and implementing the district’s special education goals and objectives in compliance with state and federal legal mandates and guidelines.
  • Provide leadership in the development of processes, strategies, and feasibility planning and recommend the necessary human and monetary resources in order to achieve the special education result expectancies.
  • Conduct annual child find activities for students 3 through 21.
  • Assist in the planning, organization, development and conduct a variety of staff development and in-service training programs.
  • Establish communication feedback systems and processes for monitoring and auditing the special education program functions.
  • Assist in the planning, monitoring, and review of speciation education teachers’ and instruction assistants’ functions and activities.
  • Coordinate services (OT-PT, speech, psychological) agencies and school evaluation personnel.
  • Furnish leadership to provide continuum of services throughout the district.
  • Act as the district’s liaison officer with other public and private agencies providing services to the students with special needs.
  • Advise the local school administration and Board of Education on all matters concerned with special education.
  • Serve as chairperson of Administrative Admission and Release Committees.
  • Represent the school district in Special Education Due Process Hearings.
  • Keep abreast of current federal court decisions on Special Education and inform ARC chairpersons and staff.
  • Assist in the planning, organization, and implementation of special education budget planning guidelines and procedures, and expenditure control strategies.
  • Coordinate special education programs for students age 3 through 21 in the Trigg County Public School.
  • Make sure intellectual assessments are conducted by certified psychologists or guidance counselors with a Kentucky endorsement for intellectual assessment.
  • Evaluate the effectiveness of procedures for developing, implementing and monitoring IEP’s.
  • Arrange for a variety of placement options in order for each child with a disability to receive the special education and related services specified on the IEP.
  • Provide training on confidentiality, due process and referral to district staff.
  • Review, revise as necessary, and submit policy and procedures to the Kentucky Department of Education related to: evaluation, Least Restrictive Environment, Delivery of Services, confidentiality and comprehensive system of personnel development.
  • Maintain a data base on all students receiving special education and related services in the district.
  • Conducts annual child count report and other reports as required by the Kentucky Department of Education.
  • Assure appropriate timelines as specified in policy and procedures for the referral, evaluation, placement and re-evaluation of students with disabilities are followed.
