Description The Director of Terminal Services is accountable for leading and expanding stevedoring activities across assigned military and commercial terminals. This role provides strategic direction and operational oversight for stevedoring business in the region. The Director ensures safe, efficient, and compliant vessel and cargo handling while cultivating strong partnerships with labor unions, military commands, vendors, and customers. As a senior leader for the area, the Director drives operational excellence, continuous improvement, and growth in line with company and military objectives. Key Responsibilities: · Lead the planning, launch, and successful integration of new stevedoring start-ups within the region, ensuring alignment with financial, operational, and customer objectives. · Build and maintain relationships with military stakeholders, commercial clients, and government agencies to secure new business opportunities. · Develop area business strategies to expand the company’s stevedoring footprint, balancing operational performance with revenue growth. · Provide executive oversight of day-to-day vessel and terminal operations in support of military cargo handling and assigned commercial contracts. · Ensure alignment of labor, equipment, and resource planning across multiple sites to meet customer schedules and operational requirements. · Oversee berth assignments, staging, and vessel productivity to maximize throughput and minimize delays. · Approve and monitor billing, invoicing, and financial reconciliation for all terminal operations in the area. · Direct labor planning and ordering processes across multiple sites, ensuring compliance with collective bargaining agreements and operational needs. · Partner with labor unions and joint employer associations to resolve disputes and promote constructive labor relations. · Champion leadership development and training for managers, supervisors, and foremen across the area. · Ensure all area operations follow established Standard Operating Procedures (SOPs), military protocols, OSHA, Coast Guard, and company safety standards. · Drive a culture of safety through regular audits, pre-operation briefings, and corrective action programs. · Lead investigations into safety incidents, damages, and near misses, incorporating preventative and corrective measures into SOPs. · Establish and review KPIs across all shifts, terminals, and sites, including productivity, damage, safety, and labor efficiency. · Identify systemic pitfalls and implement preventative measures and innovative solutions. · Drive continuous improvement initiatives to increase throughput, reduce costs, and improve safety and quality outcomes. · Prepare comprehensive weekly/monthly performance and business development reports for senior leadership and military stakeholders. · Collaborate with Maintenance & Repair teams, Safety, Finance, HR/Labor Relations, and IT to ensure full operational readiness. · Oversee procurement, allocation, and maintenance of equipment (cranes, straddle carriers, forklifts, PPE, etc.) across the area. · Support all PTSC services within the assigned region to ensure seamless delivery of integrated logistics solutions. Requirements · 10+ years in stevedoring, terminal operations, or military logistics, with 5+ years in a senior leadership role. · Proven track record of successfully launching or managing new terminal/stevedoring operations. · Strong knowledge of labor relations, collective bargaining agreements, and payroll verification. · Expertise in OSHA, Coast Guard, and military safety/operational requirements. · Demonstrated ability to analyze KPIs, implement corrective measures, and lead process improvements. · Excellent leadership, communication, and stakeholder management skills. Preferred: · Prior leadership experience with U.S. Transportation Command (TRANSCOM), Military Sealift Command (MSC), or similar agencies. · Background in business development, P&L responsibility, and customer relationship management. · Lean, Six Sigma, or equivalent process improvement certification.
