Description

We are seeking an experienced and forward-thinking Head of Learning to lead the development and delivery of Qiddiya’s enterprise learning strategy. This role will ensure learning directly enables performance today and builds the capabilities needed for future growth. Reporting to the Head of Talent, it will work closely with business and HR leaders to align learning with operational priorities, close critical skill gaps, and embed a culture of continuous development. Combining strategic focus with hands-on execution, the role will build internal capability, shape impactful learning experiences, and position Qiddiya at the forefront of what’s possible in learning and performance.

  • Enterprise Learning Strategy Develop and lead a bold, future-focused learning strategy that aligns with business priorities, builds critical capabilities, and positions Qiddiya as a leader in learning. Ensure the approach is practical, globally informed, and responsive to industry shifts and the future of work.
  • Skills and Capabilities for Today and Tomorrow Identify and build the critical skills needed for current performance and future growth. Partner with HR and business leaders to deliver learning solutions that accelerate development at individual, team, and functional levels.
  • Learning Experience & Curriculum Design a mix of formal, informal, social, and experiential learning that supports growth, performance, and readiness. Ensure learning is relevant, engaging, and embedded in how people work. Balance internal capability with targeted external expertise.
  • Digital Learning Ecosystem & Platforms Lead the development of Qiddiya’s digital learning environment to enable access, personalization, and insight. Use platforms to integrate structured learning, on-demand content, and social knowledge sharing.
  • Measurement & Impact Set clear metrics to track engagement, application, and business relevance. Use data to improve learning effectiveness and demonstrate its value through regular insights and reporting.
  • Culture of Learning Foster a culture of curiosity, experimentation, and ongoing development. Build the capability of HR Business Partners and Line Managers to drive learning in teams.

REQUIREMENTS

  • Experience:
  • Minimum of 15 years of experience in Learning & Development, with at least 8 years in a leadership or managerial role
  • Proven success designing and delivering enterprise learning strategies in complex, fast-paced environments, ideally with regional or global scope including the Middle East
  • Experience building internal capability and managing external partnerships
  • Demonstrated use of learning analytics and data to improve outcomes and show impact.
  • Educational Qualifications:
  • Bachelor’s degree in Human Resources, Education, Psychology, Business Administration or related field.
  • Master’s degree (e.g. Organization Psychology, Organization Behavior) or relevant advanced HR certifications (e.g. CIPD, ATD, SHRM) preferred.
  • Skills & Competencies:
  • Deep understanding of learning science, adult development principles, and performance-based learning approaches.
  • Strategic thinker with commercial acumen and a clear link between learning and business goals.
  • Proven ability to communicate, engage and influence all levels of the organization including senior leaders, driving buy-in and fostering a culture of ownership.
  • Thrives in a fast-moving, rapidly evolving environment, continuously improving processes.
  • Ability to work independently, lead multiple projects, and drive initiatives to deadline in a fast-paced environment.
  • Skilled at balancing strategy and delivery, with a hands-on approach when needed.
  • Brings external perspective and a forward-looking, market-aware mindset.
