Position Purpose: The Director - Payroll and Benefits is responsible for the overall administration, coordination, and evaluation of the payroll and benefits functions. Principle Accountabilities (Key Result Areas) Payroll Management & Compliance Oversee full-cycle payroll operations from timekeeping, gross-tonet computations, deductions, and disbursement. Integrate overtime, shift differentials, holidays, and bonuses according to Philippine labor regulations. Ensure statutory compliance with government mandates (SSS, PhilHealth, Pag‑IBIG, BIR) and enforce accurate remittances alongside the payroll team. Benefits Administration Design and oversee the implementation of employee benefit programs such as healthcare/HMO, insurance/GLI, retirement, leaves, and other company and government benefits and allowances. Ensure alignment with corporate objectives and government guidelines. Handle de minimis benefits, such as transportation and rice subsidies, ensuring compliance with BIR rules. Policy Development & Strategy Establish and update payroll and benefits policies, benchmarking competitiveness via salary surveys. Maintain internal equity by regularly reviewing salary ranges and compensation structures. Team & Vendor Leadership Lead and mentor payroll and benefits staff or vendors, including coordinating with external payroll providers or HRIS vendors. Act as liaison with finance, HR, legal, and third-party service providers such as Metrobank and other related services and benefits (like loan facilitators/providers) to ensure seamless operations. Reporting & Analytics Generate and analyze payroll and benefits metrics, cost breakdowns, trend analysis, and utilization reports, payroll forecasting. Support internal/external audits, maintain controls, and ensure data integrity. Provide required data and reports for Finance and Accounting flash reports, and similar reports. Employee Relations & Issue Resolution Provide required data and reports for Finance and Accounting flash reports, and similar reports. Process Optimization & Technology Drive efficiency through HRIS or payroll system and other 3rd party platform implementations, upgrades, or integrations. Identify and implement automation opportunities for better scalability and accuracy. Qualifications: Bachelor’s degree in Human Resources, Business Administration, Accounting, or similar. 7–10+ years of progressive experience in full-cycle payroll and benefits—ideally within Philippines corporate settings or BPOs. Deep knowledge of Philippine labor laws, including overtime, holiday pay, social contributions, and tax compliance and annualization. Experienced with HRIS and payroll platforms (e.g., Workday, SAP, Oracle, Sprout, ADP). Skilled in advanced Excel, analytics, and reporting functions. Familiarity with payroll forecasting, P&L, and other financial reporting. Strong attention to detail, integrity in handling confidential data, and high ethical standards. Excellent communication and interpersonal abilities to coordinate across functions.
