Description
Work for the IMF. Work for the World. The Pacific Financial Technical Assistance Center (PFTAC) provides technical assistance and training to improve macroeconomic management and financial stability in sixteen Pacific Island countries (PICs). The Center is located in Suva, Fiji. Its activities are financed mainly by donor partners (Australia, the European Union, Japan, Korea, New Zealand, the United States, and the Asian Development Bank). The Center works in close coordination with the co-located regional resident representative office. The Center Director will provide strategic leadership, and be responsible for the overall day-to-day management, administration and operations of the Center and its staff. He/she will report to APD and liaise closely with ICD and other IMF departments providing CD. He/she will collaborate closely with the Singapore Training Institute on training specifically targeted at PICs and promote joint PFTAC/STI CD activities. The Center Director will serve as a liaison and secretary to the Center’s Steering Committee (comprising donor partners, member country representatives, and the Fund), which provides high-level guidance on the Center’s priorities and activities. The Center Director provides input into the formulation of capacity development (CD) strategy and priorities for the Center, based on guidance received from the Steering Committee, and into the Fund’s overall CD prioritization and planning process. He/she would coordinate work plans with functional departments that have overall responsibility for the final approval of work plans. The Center Director will also plan and organize outreach events and communication activities, including on the web and social media, in coordination with Fund headquarters. The Center has a team of resident experts who assist participating countries to develop and implement their reform and capacity-building programs, help with the implementation and monitoring of ongoing CD programs, and manage the work of short-term experts. The assistance provided by the Center covers the following areas: banking supervision, revenue policy and administration, public financial management, debt management, government financial statistics, real sector statistics and macroeconomic analysis and frameworks. TA departments supervise their resident experts on technical matters and issues related to capacity building, while the Center Director directs the resident experts strategically and collectively to achieve the Center’s objectives. The selection, technical supervision, and (if need be) termination of resident advisors will be done by the relevant functional department in consultation with the Center Director. In addition to the duties listed above the Center Director will: Work closely with APD staff, especially the Pacific Islands Division, to promote close integration of PFTAC's capacity building activity with APD surveillance activities; Be responsible for implementation of the Phase VI PFTAC Program (November 2022 to April 2028); Design and formulate the Phase VII Program Document, in consultation with APD, ICD and all CD departments, and development partners; Develop in consultation with headquarters the Center’s rolling work plan, drawing on the reform and capacity-building needs and programs for macroeconomic management of the participating countries; Direct the work of the Center and ensure that the Center provides advice that is consistent with the Fund’s overall policy recommendations for the participating countries. The Center Director will also ensure and that the resident experts are familiar with the broader economic circumstances of the countries, and with the work that has been done in their specific functional areas through CD delivered by headquarters; Together with the resident expert team, establish and maintain an open and consultative dialogue with the stakeholders; monitor the implementation of the Center’s work plan; report on progress; and disseminate information on its activities; Work closely with regionally active development partners, the World Bank, regional organizations, and other CD providers to help ensure effective coordination in the field. The Center Director maintains regular contact with member countries’ authorities, external donor partners’ field staff, and other CD providers in the region to keep them informed of the activities of the Center, discuss CD needs, promote cooperation, and facilitate the work of resident advisors; Support resident experts and consult with Fund TA departments in identifying and recruiting short-term consultants and experts; Oversee the Center’s administrative, travel, budgeting, and accounting operations, including ensuring compliance with the Fund’s administrative policies and TA and financial reporting. The Center Director is responsible for the hiring, supervision and evaluation of locally-recruited staff; Submit quarterly reports on the status of the Center’s activities and operations in various countries, circulated to HQ and members of the Steering Committee; and an annual report on the work of the Center and results achieved. Ensures proper flow of information among Fund departments on the Center’s activities and the execution of its work program. Qualifications: In addition to the qualifications set forth in the job standards the selected candidate should have extensive knowledge of the macroeconomic and CD work of the IMF and a good understanding of IMF policies and procedures. He/she should have excellent interpersonal, organizational, and management skills; experience with supervising administrative and high-level professional staff in a multicultural environment; and able to work closely with Fund departments, external organizations, and senior government representatives. The Center Director should be results oriented, able to handle multiple tasks at the same time, and demonstrate strong diplomatic skills as well as written and oral communication skills. Experience in managing CD projects and/or conducting workshops, seminars, and training courses will be an asset. Strong skills in financial management and reporting are desirable. Familiarity with results-based management would be a distinct advantage. The selected candidate is expected to take up the position in Fiji around August 2026.
