JOB SUMMARY
The Director of Professional Development & Employee Enrichment will lead and manage a multifaceted approach to the overall well-being and professional growth of staff at Cal State San Bernardino. This role encompasses the administration of wellness initiatives, professional development programming, compliance training, and oversight of both the Staff Development Center (SDC) and the Staff Enrichment Center (SEC). The Director will design and implement strategies that support the holistic development of staff while fostering a positive, inclusive, and growth-oriented organizational culture.
The Director of Professional Development & Employee Enrichment develops, administers, and implements programs that support staff success. In addition, the Director will establish and maintain an SDC and SEC that is welcoming and provides resources for employees to succeed and market programming of learning opportunities for staff’s professional and personal growth.
MINIMUM QUALIFICATIONS: REQUIRED EDUCATION AND EXPERIENCE
- Combination of education and experience required to perform the duties of the assigned position. Incumbents at this level typically have a Bachelor’s degree (in Human Resources, Organizational Development, Information Technology, Education, or related field) and 5–8 years of professional and supervisory experience.

PREFERRED QUALIFICATIONS
- Master’s degree from an accredited institution, preferably in HR, Organizational Development
- Familiarity with social media and professional networks for training and development
- Professional certification(s) such as APTD, CPTD, SHRM, and SPHR, instructional design
- Web-based authoring and creativity tools, use of audio and video in creating learning programs
- Familiarity with personality assessment tools (e.g., Clifton Strengths, Myers-Briggs, True Colors)
- Experience with digital badging formats
Responsibilities:
Professional Development and Employee Enrichment:
- Direct operations of campus professional development and employee enrichment programs, through HR’s Staff Development Center and Staff Enrichment Center to include employee wellness, learning, and development.
- Hire and direct the work of staff in managing the training database, documentation, and recordkeeping of staff training for employee records; employee wellness programming and services; preparing, delivering, and completing performance evaluations; providing counseling, corrective action, and discipline as needed on performance-related matters; review and approve time and attendance, reward and recommend for professional advancement.
- Develop and oversee university-wide staff training and development plan, policies, and procedures covering core requirements for staff, division, or program specifically based on staff position.
- Oversee the design, development, implementation, and evaluation of learning/training programs.
- In consultation with campus leadership, establish and communicate departmental vision; collaborate with departments, colleges, and divisions to execute vision and professional development plans.
- Represent the University and collaborate with CSU Chancellor’s Office Systemwide Learning & Development; participate in Community of Practice meetings, pilot programs, and systemwide initiatives (as requested).
- Manage expenditures, training related vendors, consultants, and contractors, and review travel requests and procurement card statements for approval.
- Create (or direct the development) of business process guides and procedures.
- Oversee the design and maintenance of virtual presence (e.g., website) to ensure a user-friendly and engaging experience that is accessible and compliant.
- Collect and maintain learning and development data analytics (e.g., utilization, evaluation, qualitative and quantitative measures) and provide leaders access to training data of their staff.
- Engage in career discussions; direct and provide employee career services to staff, such as resume reviews, mock job interviews, and individual learning plans.
- Stay up to date with professional development approaches, theories, and relevant practices.
- Assist management in the identification, development, and implementation of professional development programs and serve as a strategic advisor to managers on performance management matters in collaboration with HR/Employee and Labor Relations.
- Design learning and development opportunities to assist new and current managers with developing and enhancing their supervisory skills and navigating how to lead and develop talent.
- Facilitate learning and development opportunities; assist in providing feedback to managers who will take on facilitation roles.
Human Resources Operations and Compliance:
- Monitor various compliance trainings such as but not limited to Mandated Reporter, Conflict of Interest, and Outside Employment. May also collaborate with HR/Institutional Equity and Compliance by assisting with coordination and assigning training under the President’s Score Card.
- Develop and initiate plans to improve training compliance completion rates.
- Send communication to stakeholders regarding their responsibilities to ensure required training is completed as required.
- Provide campuswide division leaders with ongoing status updates on training compliance data for their respective areas.
- Track critical compliance training metrics and utilize data to help make strategic decisions and recommendations.
- Direct and oversee the work of the staff in managing the training database, including the documentation and recordkeeping of all staff training for employees.
- Address, assist, and create business process solutions that correct and resolve HR-related audits and findings.
- Guide and recommend to HR administrators on personnel matters involving professional development and performance management.
- Facilitate discussion panels and emcee events upon request.
