| What we are looking for
Reporting to the Vice President, Business Program Delivery, the Director, Requirements Management & Quality Engineering (QE) will be responsible for the overall quality of any new systems, functionalities, or enhancements that are delivered by the Chief Delivery Officer (CDO) division. This role is a member of the Business Leadership Team (BLT) and involves collaboration with other senior leaders at Payments Canada to fulfill its mandate. The Director plays a critical role in the delivery pillar, overseeing and managing all testing and requirements management aspects for delivery programs under the direction of the CDO, including the Real Time Rail program.

Your responsibilities as the Director, Requirements Management & Quality Engineering (QE) will include but are not limited to:

Requirements Management Program Delivery

  • Lead the development and execution of a comprehensive requirements management strategy that aligns with Payment Canada organizational goals and enhances overall project success.
  • Establish and implement industry best practices for collecting, documenting and managing both functional and non-functional requirements across all projects.
  • Develop and enforce standards for the quality of requirements documentation, ensuring clarity, completeness, testability and traceability.
  • Design, implement and manage a traceability framework that links requirements to design and test artifacts, enabling comprehensive coverage and accountability.

Quality Engineering

  • Create training programs to educate staff on requirements management, processes, tools and best practices, fostering a culture of quality and continuous improvement.
  • Evaluate and recommend tools and technologies for requirements management that enhance efficiency, traceability, and collaboration across teams.
  • Prepare and present regular reports on testing progress, results and quality metrics to internal and external stakeholders.
  • Develop metrics and reporting mechanisms to assess the effectiveness of the requirements management function.
  • Identify potential risks related to requirements management and develop mitigation strategies to ensure process success and quality outcomes.
  • For each delivery program under the management of the CDO, develop a comprehensive Testing Strategy which aligns with the program objectives, stakeholder needs and quality expectations.
  • Lead the execution of the developed test strategies, ensuring thorough test planning and execution across all phases, implementing measures to ensure that all deliverables meet or exceed quality standards.
  • Establish success metrics and benchmarks to assess the success of testing efforts against the defined test strategies, providing recommendations for continuous improvement.
  • Advocate for and implement test automation where applicable to optimize testing efficiency.

Relationship Management

  • Foster collaboration between product management, operations, development and third party providers to ensure alignment on requirements and testing methodologies.

Leadership, People and Team Development

  • Develop, implement, and maintain a divisional strategy in line with the organizational strategy, designed to enhance or reliably sustain existing services over the longer term, and to proactively identify opportunities for new or amended services.
  • Provide strong leadership to the divisional team, ensuring the necessary tools and support are in place to enable the team to be successful.
  • Monitor and measure performance of divisional goals against Payments Canada’s strategic goals, as well as plans in support of the corporate scorecard.
  • Attract and retain professionals with the skill sets and competencies needed to deliver Payments Canada’s strategic priorities.

| What you will need to be successful

  • Undergraduate degree in Technology, Business, or related field.
  • Minimum of 10 years of experience in payment product development, operations and/or payment program delivery in the financial services industry.
  • Minimum of five (5) years of experience in a leadership role.
  • Experience in providing guidance and reporting to senior management and maintaining confidence when challenged.
  • Demonstrated experience in establishing and maintaining effective relationships with internal and external stakeholders and facilitating stakeholder dialogue.
  • A positive track record building new teams, designing strategic plans and implementing improvement initiatives in a complex multi-stakeholder environment.

| Salary range

  • Based on qualifications and experience: $134,837 to $168,546
