MINIMUM QUALIFICATIONS:

J.D. or Master’s degree required. Bachelor’s degree and significant relevant experience may be considered in lieu of a master’s degree. Five (5) years of related experience in research security, compliance, and/or export controls. Experience in research administration, process improvement, formulating policy and procedures, and developing and implementing new strategies is desired. Ability to prioritize, plan, analyze, and execute multiple and complex export control related activities. Excellent oral and written communication and interpersonal skills. Demonstrated experience working in and fostering an environment of respect, professionalism and civility with a population of faculty, staff, and students from various backgrounds and experiences, or a commitment to do so as a faculty/staff member at VCU.

PREFERRED QUALIFICATIONS:

Minimum of 3 years hands-on experience as a decision maker on the implementation of research security and/or export control regulations in a large, diverse and complex organization, preferably at an institution of higher education. Direct experience working with faculty and working with technology in a laboratory setting is highly desirable. Experience with cybersecurity compliance in the context of research security.

Responsibilities

PRIMARY PURPOSE AND GENERAL RESPONSIBILITIES:

Implement and sustain a program that ensures compliance with NSPM-33 and federal or private sponsor research security requirements. Provide education and guidance to researchers on best practices and requirements, including a robust website, for data handling, data protections, export controls, and other research security risk areas. Develop, implement, and update policies, processes, and standard operating procedures related to federal and other sponsor regulations on research security and export control. Foster relationships with governmental agencies involved in export control and research security concerns. Oversee and assist in the preparation and submission of export licenses, technical assistance agreements, commodity jurisdiction and classification requests, and other export control-related documents. Coordinate with University legal counsel on research security and export control related issues. Keep abreast of new laws and regulations affecting compliance with research security and export control regulations and respond to proposed regulatory changes. Supervise Assistant Director of Export Compliance. Develop, implement and maintain the Export Control Management System.
