The Residential Tenancies Branch (RTB) is responsible for the administration and delivery of The Residential Tenancies Act, The Life Leases Act, and parts of The Condominium Act, to ensure the effective and fair operation of the residential rental marketplace for landlords and tenants. The RTB is a high-volume public-facing and client services focused branch that receives more than 66,000 inquiries and resolves more than 10,000 disputes each year. The RTB includes an administrative tribunal that adjudicates disputes and issues legally binding orders that may be appealed to the Residential Tenancies Commission. Services are delivered in-person at three office locations; through field operations; and remotely, by telephone, email and video conferencing.

Qualifications:

Essential:

  • Post secondary education in law, public administration, business administration and/or management and experience in operating an administrative tribunal and/or regulatory program.
  • Experience providing leadership and direction in the design, implementation, and review of legislation, policies and/or programs.
  • Experience managing a team, with responsibility for human and financial resources, including performance management.
  • Experience translating strategic priorities into clear operational plans.
  • Strong leadership skills and experience working in a large, diverse organization with a commitment to fostering and developing staff and teams.
  • Superior interpersonal skills, including the ability to establish and maintain collaborative working relationships with internal and external stakeholders.
  • Demonstrated strong verbal communication skills, including the ability to communicate to all levels of the organization and external stakeholders.
  • Demonstrated strong written communication skills.
  • Demonstrated ability to leverage opportunities for innovation, find creative solutions to issues, and successfully manage change.
  • Political acumen demonstrated through experience providing strategic advice to senior leaders on complex topics and sensitive issues.

Duties:
The Director is a statutory officer who leads the Residential Tenancies Branch (RTB), continuously working to build an environment that promotes respect, diversity, learning, innovation, fairness, and operational excellence. Leading a team of highly skilled, subject matter experts, the Director administers The Residential Tenancies Act, The Life Leases Act, and parts of The Condominium Act, in a procedurally fair and balanced manner, to ensure the effective and fair operation of Manitoba’s residential tenancy marketplace. The Director is accountable for the effective administration of the RTB, which includes resolution of landlord and tenant disputes through education, investigation, mediation, adjudication, and enforcement. The Director is also accountable for the operation of rent regulation and rent compliance. The Director provides support to the Assistant Deputy Minister, Deputy Minister and Minister, by providing strategic options, comprehensive policy advice and recommendations regarding residential tenancies legislation.
