MINIMUM QUALIFICATIONS

Mental Requirements
Learning Development- Level E Knowledge in a recognized professional field or technological discipline sufficient to command various principles, facts, and practical applications. Learning development is obtained by the completion of a college curriculum resulting in a bachelor’s degree in a specialized field; advanced mathematics, very advanced language development, proficient understanding of practical systems.
Problem Solving - Level 3 Work situations are of sufficient scope and variety that significant interpretation and evaluation is required to successfully recognize and define problems. Highly technical judgments and/or constructive thinking involved. Alternative solutions must be considered and short-term action plans must be developed and sequenced.

PHYSICAL REQUIREMENTS

Physical Skill - Level A Basic level of learned physical skill is required. No special coordination beyond that used for normal mobility and handling of everyday objects and materials is needed to perform the job satisfactorily.
Physical Effort - Level 1 Minimal physical exertion is required. Most job time is spent sitting with occasional walking. Occasional lifting, guiding, and carrying of lightweight materials or equipment.

SOCIAL REQUIREMENTS

Human Relations Skill- Level C Highly developed verbal skills are required to communicate technical concepts and ideas in individual, group, and large audience situations. Skill in establishing and maintaining cooperation, understanding, trust, and credibility is critical. Skill at influencing the behavior of others is important and may be difficult to achieve.
Scope of Contacts - Level 2 Interpersonal contacts extend to peers in other work groups, or to clients/customers who speak the language, either within or outside the organization. interactions with higher levels of authority beyond immediate supervisor must be conducted on an intermittent basis.

EXPERIENCE, WORKING CONDITIONS, EDUCATION, AND CERTIFICATIONS

Experience: Five or more years of progressive experience in law enforcement, school safety, emergency management, or a related field; prior K-12 educational setting is strongly preferred. Experience in delivering training and staff development preferred. Experience with security systems, physical safety infrastructure, and school safety technology tools is recommended. Knowledge of school safety regulations, behavioral threat assessment, emergency preparedness, and crisis management.
Education: Bachelor’s Degree in Criminal Justice, Emergency Management, Education Administration, or a related field. Master’s Degree Preferred.
Certifications/Clearances: Must possess a valid Arizona DPS Level One IVP Fingerprint Clearance Card while employed.

Responsibilities

PURPOSE STATEMENT

The Director of Safety & Security is responsible for developing, implementing, and managing a comprehensive safety and security program to ensure the safety of students, staff, and visitors across all schools and district facilities. This role works collaboratively with district leadership, school administrators, local law enforcement, emergency management agencies, and other stakeholders to establish and maintain a safe, secure, and prepared learning environment.

Essential Functions

  • Provides leadership and coordination in the development, implementation and supervision of District programs pertaining to the promotion and maintenance of staff and student safety.
  • Plans and implements policies, procedures, training programs, drills, assessments, community partnerships and parent involvement, as needed.
  • Establishes and monitors progress toward program goals and objectives
  • Works with the Cabinet, other departments, and outside agencies to evaluate a continuum of safety and security enhancements at schools and district office buildings, along with proposed budget implications.
  • Coordinates School Resource Officers, facilitates security personnel, access control, security cameras and communication systems.
  • Coordinate the development and implementation of Emergency Operations Plans (EOPs) for schools and the district, in compliance with ADE requirements.
  • Develops and administers program budgets; monitors and approves program expenditures and prepares related reports; seeks, secures and administers or assists in administering grants for program and project funding.
  • Assists in ensuring program compliance with applicable state and federal regulations.
  • Develops and administers the District’s School Environmental Safety Incident Reporting (SESIR), System management, code of conduct
  • Administers emergency preparedness, Emergency Operations Center coordination, disaster recovery, FEMA engagement including responsibilities for District implementations
  • Maintain the District’s Security Operations Center (SOC)
  • Serves as District’s primary liaison to law enforcement, fire, EMS, and emergency management agencies, including the School Resource Officer Program.
  • Prepares, updates, and shares the District’s emergency management protocol; ensures staff and students are trained to mitigate, prevent and recover from disasters; collaborates with outside agencies to ensure proper response in emergency situations; responds to and assists in emergency situations District-wide as appropriate.
  • Serves as a resource to teachers, administrators, principals and other staff; facilitates group meetings to discuss program coordination; coordinates and facilitates professional development and/or training opportunities for staff
  • Researches, compiles data for and prepares various statistical, administrative and professional reports as required by the District and/or other agencies for report preparation and/or decision-making purposes.
  • Receives and responds to inquiries, concerns and complaints regarding issues, programs, policies and procedures in areas of responsibility
  • Performs general administrative work as required, including preparing correspondence, attending meetings, entering and retrieving computer data, copying and filing documents, preparing mail, ordering supplies.
  • Attends meetings, training, seminars, and conferences as appropriate to stay current on school safety trends, laws, and best practices through professional development and industry networks.

Other Functions

  • Perform other related tasks as assigned by the Assistant Superintendent and/or Superintendent.
