    Kepler is seeking a Director, Spectrum and Regulatory Affairs to lead our global regulatory strategy and execution. This leader will secure and protect spectrum access for our space missions and manage government relations all while shaping policy across U.S., Canadian, and international forums. You will lead a small team, serve as the primary advisor on regulatory matters to Kepler’s executive team, and present regularly to the board of directors on policy risk, spectrum strategy, and compliance.

REQUIRED SKILLS & QUALIFICATIONS:

  • 10+ years in spectrum management, regulatory affairs, or telecom law within the satellite or aerospace sector
  • MBA, MSEE, JD, or equivalent advanced degree in a related field
  • Deep knowledge of FCC, ISED, and ITU frameworks and procedures
  • Demonstrated success leading small teams and working cross-functionally at the leadership level
  • Strong experience reporting to executive teams and boards, including preparation of regulatory strategy briefings
  • Technical expertise in RF engineering, satellite systems, and/or inter-satellite links
Responsibilities
  • Lead and evolve Kepler’s global spectrum strategy, including frequency planning, global market access, ITU coordination, and other national or international licensing
  • Build and lead a government relations function in Kepler to help advance strategic goals across the organization from standard setting to business development and capture
  • Work with the existing regulatory team to represent Kepler before national and international regulatory bodies including the FCC, ISED (Canada), BNETZA, OFCOMM, ITU, and others
  • Drive and oversee filings under the FCC, ISED rules, and ITU Radio Regulations, including coordination negotiations and interference mitigation
  • Secure and protect spectrum assets to support growth of Kepler’s LEO constellation, inter-satellite links, and future innovation in optical and lunar relay systems
  • Build and manage a regulatory team, while overseeing relationships with external counsel and consultants
  • Collaborate with engineering to ensure regulatory alignment with system architecture, payload design, and system performance, while keeping flexibility to adapt to evolving requirements
  • Monitor and influence evolving spectrum regulations, including the regulatory team participation in forums like WRC, CEPT, and CITEL
  • Regularly brief executive leadership and board of directors on global regulatory strategy, risks, and opportunities
  • Act as a thought leader and public-facing advocate for Kepler on space policy and spectrum access
