Description About the Evangelical Lutheran Church in America The Evangelical Lutheran Church in America (ELCA) is one of the largest Christian denominations in the United States, with 3 million members in more than 8,600 worshiping communities across the 50 states and in the Caribbean region. Known as the church of “God’s work. Our hands.,” the ELCA emphasizes the saving grace of God through faith in Jesus Christ, unity among Christians and service in the world. The ELCA’s roots are in the writings of the German church reformer Martin Luther. The Lutheran Center (national office) is located in Chicago, Illinois. A staff of approximately 400, under the leadership of the Presiding Bishop, serve as administrators, advisors, conveners, partners, and resource people for the ELCA and its ministries. Staff lead the work of national, domestic, and global ministries and programs including Lutheran Disaster Response, ELCA World Hunger, Service & Justice, Christian Community and Leadership, and Innovation. We are also home to five of our separately incorporated ministries: The Mission Investment Fund of the ELCA, Women of the ELCA, Lutheran Men in Mission, the ELCA Foundation and the ELCA Federal Credit Union. About the position This position is part of the Human Resources (HR) team in the Office of the Presiding Bishop. Every function of the Office of the Presiding Bishop serves to support and guide members of this church as we wonder, discover, and boldly participate in what God is up to in the world. This position partners with leadership in the organization and others on the HR team to provide planning and implementation of the talent recruitment, retention, promotion processes. This position has oversight and facilities the recruitment, interviewing, onboarding and staffing support processes. This position supports and works collaboratively with programs for retention (in partnership with Director, Employee Engagement and Relations), promotion (in partnership with Director, Compensation) and succession planning (in partnership with Director, Learning and Development). This is a full-time, regular, hybrid (Chicago-based), exempt position. This position has responsibilities that will require being in the Lutheran Center office a minimum of two days each and as needed. The eligibility of a candidate for remote or hybrid positions may depend on the residency of the candidate, and the budget for the role, including salary or pay, insurance coverage, and/or tax burden. Candidates for this position must reside within the fifty United States or the District of Columbia and be authorized to work lawfully in the United States. In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification document form upon hire. Job Responsibilities Develops, facilitates, and implements all phases of the recruitment process. Develops effective sourcing and recruitment strategies that result in successful hires. Develops effective relationships within the organization and the hiring teams to have influence and impact the recruiting process and hiring. Collaborates with supervisors to create and update job descriptions and hiring criteria. Identifies and implements efficient and effective recruiting methods and strategies based on the available role, industry standards, and the needs of the organization. Collaborates with supervisors to screen applications and selects qualified candidates. Oversees preparation of interview questions and other hiring and selection materials. Trains interview teams and supports the interview process, training, attending and conducting interviews with supervisors and others on interview teams. Ensures compliance with federal, state, and local employment laws and regulations, and company policies. Attends and participates in recruitment events as needed. Facilitates the job offer process. Creates, updates and facilitates the new hire onboarding and orientation processes in partnership with the HRIS Analyst and HR Assistant. Works across units to make sure effective onboarding and orientation processes are happening to ensure a strong welcome for new hires. Meets with leadership in the organization to review current job descriptions and update to reflect current duties, responsibilities, experience and skills. Participate in organizational strategic planning in order to provide insight on appropriate needs for staffing. Creates and maintains recruitment, interviewing and hiring processes that reflect equal employment opportunity, diversity and competitive advantage in support of the organization's diversity and inclusion strategic plan. Works closely with the HRIS Analyst to review data and evaluate ways to create efficiencies in the recruitment, interviewing and hiring processes. Other duties as assigned Requirements 1. 5+ years of relevant Human Resources experience. Bachelor's degree or equivalent combination of education and work experience preferred. SHRM-CP or SHRM-SCP preferred. 2. Excellent verbal and written communication skills. 3. Excellent interpersonal skills with good negotiation tactics. Experience working with diverse constituencies. 4. Ability to create and implement sourcing strategies for recruitment for a variety of roles. 5. Experience with leading trainings and orientations or other relevant sessions. 6. Proactive and independent with the ability to take initiative. 7. Excellent time management skills with a proven ability to meet deadlines. 8. Familiarity with laws, regulations, and best practices applicable to hiring and recruitment. 9. Experience with Paylocity or other HRIS and the ability to quickly learn applicant-tracking software or other recruitment systems. 10. Minimum Technical Competency: Computer knowledge that enables you to operate a Windows Computer and follow basic troubleshooting instructions. Software skills to efficiently use computer programs and applications. Ability to leverage computer knowledge and software skills to understand new software, follow process, and identify opportunities for improvement. Experience using Microsoft Office applications (Word, Excel, Teams, Outlook, etc.) preferred. 11. Appreciation for the mission, vision, and values of the ELCA. 12.
