Director, Tech College, Enterprise Learning and Development
As a part of the Job Family Learning (JFL) team, the Director of Tech College plays a critical leadership role in advancing technical learning and development in the Tech Organization at Capital One. This role is responsible for driving the strategy, delivery, and culture of Tech College–an internal education platform designed to continuously upskill and reskill software engineers, architects, and other technical talent across the enterprise. The Director of Tech College leads cross-functional collaboration with Tech and HR partners, oversees a high-performing learning team, and brings a product mindset to education–ensuring experiences are scalable, learner-centered, and aligned with Capital One’s Tech transformation imperatives.
We are looking for someone who can bridge the gap between engineering and learning teams–someone who can “speak software,” understands the rhythms of the software development lifecycle, and can translate complex technical needs into scalable, learner-centered experiences. Whether you’ve worked as a product manager, designer, or learning strategist in Tech, your ability to navigate this space and build alignment will be key to your success.   • Partner with the Tech College Accountable Executive and Software Engineering Lead to drive the annual strategic planning process to align on the vision, OKRs, operating model, and governance model for Tech College while ensuring execution against strategy and integration across software engineering and learning workstreams.
  • Manage a cross-functional team of people leaders managing the Learning Consulting and Design, Learning Program Management, and Operations and Logistics pods.
  • Coach and develop talent within the Tech College learning team including conducting talent assessment, performance management, and talent management.
  • Shape and set the tone for team culture by leading rituals, driving inclusion and engagement, and modeling intentional people leadership.
  • Collaborate with business leaders across Tech, Tech HR, Enterprise HR, and various subject matter experts across the company to iteratively conduct needs analysis and determine revisions to the Tech College learning strategy.
  • Drive execution of enterprise mandates and deliver learning solutions that reflect enterprise priorities, especially in areas like test automation, continuous deployment, AI fluency, and onboarding in Capital One’s proprietary environment.
  • Lead design and delivery of peer learning programs (e.g., Gosu) and iterate based on leader and learner feedback and impact data.
  • Manage Tech College’s budget and advocate for resources based on program scale, delivery need, and organizational priorities.
  • Collaborate on learner communications and external storytelling, sharing Tech College insights and outcomes.
  • Represents Tech College externally via case studies, best practices, and thought leadership.
  • Collaborate with vendors and external partners to align on industry standards for continuous upskilling, certifications, and emerging trends; leverage external content library resources when and where appropriate.

BASIC QUALIFICATIONS:

  • Bachelor’s Degree
  • At least 1 year experience onboarding and educating software engineers and other technical talent
  • At least 2 years of experience working in a Tech company or with Tech talent in corporate environment
  • At least 3 years of experience in instructional design, learning experience design, and/or building/implementing learning strategies
  • At least 2 years experience building and implementing modern learning methods
  • At least 5 years of experience in client consulting
  • At least 5 years of experience in people leadership
  • At least 5 years of experience in project and/or program management (planning, executing, tracking, reporting)

PREFERRED QUALIFICATIONS:

  • Master’s Degree in Business Administration
  • Direct or adjacent product management experience
  • At least 1 year experience facilitating communication between Engineering and Learning and/or HR teams
  • 7+ years of experience in people management
  • 7+ years of experience in project management (planning, executing, tracking, reporting))
  • 5+ years of experience in driving multi-year, company-wide learning endeavors
