The Ministry of SaskBuilds and Procurement, SaskSurplus, located in Regina, is seeking a highly-motivated and organized individual to fill the position of Disposals Consultant, which reports to the Manager of Disposals, on a permanent full-time basis.
SaskSurplus and Community Donations are programs within Disposal Services. This unit is responsible for the redistribution of supplies that have been deemed surplus by Government ministries, consisting of vehicles, equipment, furniture and miscellaneous other surplus items through donating, selling, recycling and disposing. The overall objectives are to provide a disposal process that is cost effective and provides fair and open access to surplus items. Following relevant policies and legislation, the Disposal Consultant position is responsible for: receiving and processing property disposal requests, maintaining a detailed database of surplus assets, assisting in the valuation and safety of surplus items, planning and scheduling future sales and item locations, preparing advertisements, accepting and processing incoming bids, analyzing finalized bids to determine the highest bidder, ensuring payments are received and appropriately allocated, calculating and processing proceeds due to other agencies/crown corporations, supervising and managing the item postings of items and the sales list to the website, reconciling proceeds of SaskSurplus sales, and assist in training of other staff members.
The Disposal Consultant will be organized, collaborative, technically competent with the Microsoft Office suite (particular focus on Word and Excel) with strong communication skills. This position requires excellent customer service, a high level of professionalism, attentiveness to detail, accuracy, organization and self-motivation.

The successful candidate will have:

  • Knowledge of applicable acts, regulations, policies, program standards, procedures, contracts and agreements and accounting principles, along with the ability to apply them to cash receipts, accounts receivable related issues, and daily operations.
  • Knowledge and skills required for this position are typically gained through successful completion or being currently enrolled in a diploma or degree program in business administration with financial accounting classes or experience.
  • Practical knowledge of business processes, internal controls, and office administration.
  • Ability to plan, organize, prioritize and assign a high-volume workload taking into consideration task complexity, diversity, frequent interruptions, conflicting pressures/demands, continuously-evolving deadlines, available resources and multiple reporting relationships in a service-oriented program.
  • Technical Knowledge of and the ability to input, edit, update, retrieve, maintain, format and transmit data and pictures. Create reports and documents utilizing word processing, spreadsheets, and other software packages with speed and accuracy.
  • Ability to clearly and accurately (verbally and in writing) provide/exchange information as well as explanations on issues, legislation, policies, and procedures to clients, peers and customers in a manner appropriate to the audience.
  • Ability to support others in their work when they are handling a heavy workload or bottle-necked task. Must also have the capabilities to instruct, guide, and coach others to provide assistance to this position when required, taking into consideration priorities, workloads and skill levels while maintaining a healthy, productive, respectful and safe work environment and open and honest work relationships.
  • Ability to identify, clarify and assess relevant issues, concerns or problems in order to explore options and implement appropriate solutions using applicable policies and guidelines.
  • Ability to work independently and co-operatively with others in a team environment to establish, build and maintain positive working relationships and to ensure deadlines, goals and objectives are met.
  • Ability to continuously plan, prioritize and organize a large volume of tasks and projects for self and/or others, taking into consideration frequent interruptions and conflicting and changing priorities to meet strict deadlines.
