Description The Dissemination Specialist is a mission-critical role within the Data Capabilities Division (DCD), responsible for the high-precision transfer and synchronization of all-source and single-source intelligence across disparate security domains. Serving as the primary engine for the Army Intelligence Data Platform (AIDP), this role ensures that national-to-tactical intelligence products are discoverable and accessible to U.S. forces, joint task forces, and multinational coalition partners. The specialist mitigates Unauthorized Disclosure of Classified Information (UDCI) through rigorous Two-Person Reliable Human Reviews and automated "dirty word" screening, directly enabling the sustainment of a Common Intelligence Picture (CIP) across JWICS, SIPRNET, and coalition networks. This position is contingent upon contract award. Cross-Domain Operations: Execute the manual and semi-automated transfer of semi-structured and unstructured intelligence products (PDF, MS Office, XML) across multiple security enclaves (JWICS, SIPRNET, NIPRNET, BICES, CENTRIXS-K, etc.). Data Transfer Agency (DTA): Perform duties as a certified Data Transfer Agent, enforcing Two-Person Reliable Human Review protocols for all "high-to-low" transfers to prevent spillage. Digital Content Management: Identify, download, and stage intelligence reporting from national and tactical producers; manage SharePoint repositories and product portals to ensure 24/7 availability. Metadata Architecture: Implement and enrich metadata tagging for all DCD content in accordance with ICD 501, ICS 500-21, and international best practices to enhance data discovery. Tearline Processing: Utilize the Message Processing System (MPS) to digitally process and rehost IC "tearline" messages (sanitized intelligence) for dissemination to tactical and multinational partners. Security Compliance & Auditing: Maintain 100% accountability of removable media and record all transfers in the Army Data Auditing Manager (ADAM) and Task Logs to satisfy AJNAP/ASNAP audit requirements. System Modernization: Identify technology gaps in manual dissemination processes and recommend automated Cross-Domain Solutions (CDS) or workflow improvements. Operational Timeliness: Ensure no intelligence product remains un-disseminated for longer than six (6) hours upon receipt to maintain tactical relevance. Ad-hoc Support: Provide rapid-response Cross-Domain Transfer (CDT) support for high-priority validated users within a 30-minute execution window. Requirements Security Clearance: Must possess an active TOP SECRET/SCI clearance with a Special Background Investigation (SBI). Must be able to attain access to SI-G, TK, KLM-R, HCS, and NATO SECRET. Must be eligible for and able to pass a Counterintelligence (CI) Polygraph examination. Experience (Senior Level): Requires a minimum of 10 years of experience in an intelligence discipline within the DoD or Intelligence Community (IC), with significant experience in the last 2 years. Requires 4 years of demonstrated experience leading teams and managing intelligence planning, collection, or dissemination tasks. Must have experience making complex security classification decisions (Foreign Disclosure, Cross-Domain operations). Experience (Mid Level): Requires a minimum of 7 years of experience in an intelligence discipline within the DoD or IC, with experience in the last 2 years. Education: Senior: Master’s degree (related field) OR Bachelor’s degree plus 15 years of total related experience OR Associate’s degree plus 12 years of experience. Mid: Bachelor’s degree (related field) OR Associate’s degree plus 7 years of experience OR High School Diploma plus 9 years of experience. Certifications: Must successfully complete government-provided Data Transfer Agent (DTA) Training and pass the examination within 21–30 days of indoctrination. Must maintain annual DTA recertification. Citizenship: Must be a U.S. Citizen. Technical Proficiency: Requires advanced (Senior) or intermediate (Mid) experience using Microsoft SharePoint (2013+). Requires proficiency in MS Office Suite and metadata generation tools (e.g., DDT, CORE, PCN DB). Desired: Technical Tools: Familiarity with "dirty word" scanning tools such as SAWES or Buster. Regulatory Knowledge: In-depth understanding of CAPCO Implementation Manuals, ICD 501, and Army Regulation 381-10. Operational Flexibility: Ability to support 24/7/365 Continuity of Operations (COOP) and relocate to alternate sites if required. Communication: Proven ability to deliver professional briefings to diverse audiences and draft complex Standard Operating Procedures (SOPs). Tactical Awareness: Knowledge of battalion, brigade, and division-level intelligence production cycles.
