DISTRICT SURVEYOR

Location: Fishergate, PR1 8RE
Start Date: ASAP
Contract Duration: 6+ Months
Working Hours: Mon – Fri, 09:00 – 17:00, 37 Hours per week

Responsibilities

The successful candidate will:

  • Act as the first point of contact for clients, providing professional advice on property-related matters.
  • Manage client relationships and set expectations in a customer-focused role.
  • Coordinate contract work from inception to completion, advising on statutory requirements such as Planning, Building Control, Asbestos, and Fire Safety.
  • Provide advice on priorities for planned work programs and respond to urgent reactive maintenance needs.
  • Review, analyze, and report on service level agreements and client’s planned & reactive maintenance budget expenditure.
  • Manage the SLA agreement with schools, offering premises management, strategy, and planning advice, along with 24/7 emergency assistance.
  • Provide support and advice on complex and technical areas of school building operations, management, funding, and Health & Safety compliance.
  • Offer consultant advice to external clients and the schools aided sector, including various dioceses.
  • Collaborate proactively with other members of the Building Design Team and across the Council’s disciplines.
  • Manage reactive and planned maintenance projects and coordinate planned project works on behalf of the client.
  • Assist clients with forward planning/budgeting to ensure properties are fit for purpose.
  • Develop and coordinate bids for capital improvement works.
  • Manage external contractors, ensuring compliance with Asbestos Regulations and Council procedures.
  • Work collaboratively with external partners to help them fulfill their statutory functions.
  • Provide construction-related Health and Safety advice.
  • Provide property support to related services such as School & Residential Care Catering Service.
  • Offer strategy and planning advice, including Engineering Service contracts.
  • Provide 24/7 support for all Schools, corporate retained buildings, care homes, day centers, etc., for building work repair and maintenance requirements.
  • Cover out-of-hours emergency telephone standby duty on a rotational basis.
  • Support clients with property-related risk management.
  • Undertake building surveys, schedules of dilapidation, condition surveys, and provide building work cost estimates as required.
  • Carry out inspections of High Alumina Cement (HAC) buildings.
  • Deliver and manage complex and high-risk service assignments and activities to meet service requirements and ensure the best outcomes for both customers and the Council.

Person Specification

The ideal candidate will possess:

  • A professional membership with the Royal Institution of Chartered Surveyors (RICS) or the Chartered Institute of Building (CIOB).
  • Experience or substantial vocational experience demonstrating development through progressively demanding roles.
  • Up-to-date knowledge of work practices, systems, processes, and procedures relevant to the role.
  • An excellent understanding of Council policies and a good understanding of wider strategic plans.
  • The ability to produce CAD drawings and prepare detailed specifications for competitive tendering.
  • Skills to support and coach others in the discipline.
  • Capability to plan and organize a range of complex activities and priorities within a focused area of service.
