Position Summary: The Division Chief of Operations provides operational responsibility for directing Fire, Rescue and Emergency Medical Services for the Company. This employee manages line personnel and their performance while providing service to customers.      Essential Duties and Responsibilities: * Coordinates the work of his/her functions and information exchanges with other organizations external to the company including vendors, customers and agencies.  * Represents the Company to various individuals and groups, as required, and maintain effective communications and labor relations vertically and horizontally within the company.  * Prepares the budget for his/her functions, controls expenditure levels, and ensures resources are economically utilized.  * Audits, approves and prepares time and attendance records, daily unit logs, various work site permits, billing documentation, activity/incident reports, and accident reports, to ensure accuracy, completeness and legality.    * Keeps Management adequately informed of the performance and problems of his/her functions and proposes changes to resolutions, MOUs, policies, rules, plans and operational methods, as appropriate, including their justifications.  * Participates in the identification and development of a cadre of competent first line supervisors and middle level managers.  * Conducts various special projects, as needed, such as capital improvements programming, station location and facility planning, new projects and communication system upgrading.  * Functions as Liaison with Human Resources on hiring, corrective action and Worker’s Compensation claims.  * Projects a positive image to customers as a fire service professional. Develops and maintains support for fire suppression and fire prevention activities.  * Abides by the Company’s rules, regulations, policies, procedures, mission, guiding principles and the Capstone Way.  * Oversees the selection, assignment, scheduling, productivity, work quality, performance evaluation, development and discipline of personnel assigned to him/her for management.  * Documents and regularly updates direct supervisor of performance and problems, and proposes changes to improve operations, including revision of policies and procedures, station locations, and equipment.  * Organizes and directs the personnel, staffing, equipment, facilities and other resources of the company to ensure their economical and productive utilization while maintaining contract compliance.  * Personally handles or directs difficult, multi-company, high priority projects, and remains on-call, where appropriate.  * Provides an on-going evaluation of the benefit of programs and operations for which he/she is responsible as well as alternative ways of meeting existing and future service and occupational needs.  * Establishes and maintains relationships with program managers of major customers assigned.      * Stimulates and mobilizes customers to be aware of the Company’s full range of services including educating customers on our available technologies and methods.  * Maintains a competent and motivated work force through effective training, performance evaluation, and corrective action procedures.   * Promotes and stimulates the development of the managerial/leadership skills of the Battalion Chief and Company Officer staff.  * Assures a sense of service is developed and maintained by each company employee to the end that each employee supports the Mission, Vision and Values of the Company as a highly desired resource.  * Implements the approved Company budget and keeps actual expenditures within the limits set.  * In conjunction with the Accounting Dept reviews and approves daily billing sheets for processes and invoice creation.     * Abides by the Company’s rules, regulations, policies, procedures, mission, guiding principles and firefighter empowerment, and the Capstone Way.  * Maintains knowledge, skills and proficiency by attending Training drills and completing Training assignments as directed by the company.   * Maintains an adequate level of physical fitness to meet the physical requirements required to perform firefighting tasks.  * Current on all other training assignments listed in the Career Development guide as assigned in Target Solutions.        Education and Experience:   Group A Requirements (DMV/EDUC) * Valid Driver’s License * Valid Medical Examiner’s Card * Clean Driver’s Record * High School Diploma or GED   Group B Requirements (EMS) * CPR with AED * EMT Minimum Experience: * Ten (10) years of paid professional all risk fire experience or equivalent * Five years as a company officer/supervisor Minimum Qualifications: * NWCG Strike Team Leader (Desirable) * Bachelor’s Degree Associate Degree or Approved higher education * Physical Fitness Level; Moderate Minimum Training Requirements: * CA State Fire Officer (I-100-I-200 I-300, S-260, S-330 (Task Force/Strike team Leader Desirable) S-336 or equivalent Core Competencies: To perform this job successfully, an individual should demonstrate the following competencies to perform the essential functions of this position:   * Evaluating, planning, and managing the technical as well as the management aspects of Fire, Rescue, and EMS standby. * Performance evaluation and employee development. * Program planning and development; written and oral communication. * Objective setting and organizational performance evaluation. * Functioning as part of a management team; planning, organizing and coordinating the work of staff. * Analyzing complex operational problems, developing effective and responsive solutions, and preparing. accurate reports and recommendations regarding these solutions. * Budget, establishing and maintaining effective working relationships. * Commanding the respect of their assigned staff. * Interpreting and making decisions in accordance with laws, policies and protocols. Beneficial Skills and Experience: * Associate degree in Fire Science or related field. * Hazardous Materials Awareness and Operations Knowledge. * Understanding of Fire Station Facilities Management. Supervisory Responsibilities: * This position may manage operational support staff and is responsible for the performance management and hiring of the employees within that area. Physical Demands: * While performing the duties of this job, the employee is occasionally required to stand; walk; sit; use hands to finger, handle, or feel objects, tools or controls; reach with hands and arms; climb stairs; balance; stoop, kneel, crouch or crawl; talk or hear; and taste or smell. * The employee must occasionally lift or move up to 25 pounds. * Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus. Position Type/Expected Hours of Work: * This is a full-time position. Days and hours of work are generally Monday through Friday, 8:30 a.m. to 5 p.m. This position may require longer hours and some Saturdays on occasion. Travel: * Up to 50% may be required.
