Description Job Type: Regular Full-Time Reports To: CEO Job Summary The Divisional Director, Housing is responsible for overseeing the day-to-day management, stabilization, and performance of Urban League of Rochester’s mission-driven real estate portfolio, including residential and limited commercial properties. This role ensures strong occupancy, regulatory compliance, operational efficiency, and resident dignity across the portfolio. The Divisional Director provides leadership and supervision to property maintenance staff, coordinates vendors, oversees compliance activities, and serves as the primary user and administrator of RealPage. The role requires flexibility, responsiveness, and close collaboration with residents, staff, finance, vendors, and senior leadership. Job Responsibilities Property Operations and Portfolio Management Manage daily operations of Urban League of Rochester’s residential and commercial properties. Ensure properties are safe, well-maintained, and operated in alignment with organizational standards and mission. Conduct regular site visits and property inspections across the portfolio. Oversee leasing activities, move-ins, move-outs, and unit turnover. Monitor occupancy levels and implement strategies to maintain strong occupancy. Coordinate and oversee third-party vendors and contractors to ensure timely and cost-effective services. Compliance and Regulatory Oversight Ensure compliance with federal, state, and local housing regulations, including HUD, LIHTC, and other funder requirements. Coordinate annual recertifications, inspections, audits, and monitoring reviews. Maintain accurate resident files and compliance documentation. Respond to audit findings and corrective action plans in coordination with leadership and external partners. Systems and Financial Support Serve as the primary administrator and daily user of RealPage. Ensure accurate data entry related to leases, residents, rent rolls, charges, and reporting. Run and review operational, occupancy, and financial reports. Collaborate with finance to support billing, receivables, budgeting, and reporting accuracy. Review invoices and approve property-related expenses. Strategic and Mission Alignment Uphold Urban League of Rochester’s mission, values, and commitment to resident dignity and community impact. Identify operational risks and recommend process improvements. Support portfolio stabilization, transitions, and long-term planning initiatives. Other Duties Provide on-site and after-hours availability as needed for emergencies, inspections, or operational issues. Support leadership and board reporting related to property performance. Perform other related duties as assigned. Supervisory Duties Supervise property maintenance staff (3 Property Managers, 4 Maintenance Technicians, and 2 Leasing Agents), including scheduling, work prioritization, and performance accountability. Support onboarding and training of on-site staff, reinforcing safety, compliance, and resident-centered practices. Requirements Bachelor’s degree in property management, real estate, business administration, or a related field, or equivalent professional experience. Minimum of three years of experience in property management, including multi-site portfolio oversight. Experience with affordable housing compliance and regulatory requirements. Supervisory experience with maintenance staff or on-site property teams preferred. Experience working in a nonprofit or mission-driven housing organization preferred. Knowledge of affordable housing regulations, including HUD and LIHTC. Proficiency with RealPage or comparable property management software. Strong organizational, problem-solving, and communication skills. Ability to manage multiple priorities in a fast-paced environment. Calm, solutions-oriented approach and high level of accountability. Ability to work independently while collaborating closely with leadership and cross-functional teams.
